2. Lorsque les produits visés au paragraphe 1 sont ensuite mis en libre pratique, en l’état ou après ouvraison ou transformation, l’article 2, paragraphe 2, s’applique et les produits ainsi mis en libre pratique sont imputés sur les limites quantitatives correspondantes fixées à l’annexe V.
2. Where the products referred to in paragraph 1 are subsequently released for free circulation, either in the unaltered state or after working or processing, Article 2(2) shall apply and the products so released shall be counted against the relevant quantitative limit set out in Annex V.

N. whereas it is the customs authorities of the individual EU Member States which are responsible for checking the validity of claims regarding the preferential origin of products imported into the EU; whereas the customs authorities, despite their best endeavours, cannot possibly check and control each and every proof-of-origin document and every consignment preferentially imported from Israel into the EU; whereas the Convention may compound this logistical challenge by expanding the number of partner countries that cumulate working or processing with materials exported by Israel when exporting products under their agreements with the EU;

Lorsque, en application des dispositions des paragraphes 1 et 2, les produits originaires sont obtenus dans deux ou plusieurs des États visés dans ces dispositions ou dans la Communauté, ils sont considérés comme produits originaires de l'État ou de la Communauté où la dernière ouvraison ou transformation a eu lieu, pour autant que cette ouvraison ou cette transformation aille au-delà de celles visées à l'article 8.
3. Where pursuant to the provisions of paragraph 1 or 2 the originating products are obtained in two or more of the States referred to in those provisions or in the Community, they shall be considered as originating products of the State or the Community according to where the last working or processing took place, provided that that working or processing went beyond that referred to in Article 8.

Après cette semi-réussite qu'était le compromis de Nice, après le référendum irlandais et au vu du scepticisme croissant que rencontre, d'après de nombreux sondages d'opinion, le projet européen dans plusieurs États membres, les citoyens attendent beaucoup du sommet de Laeken et de la transformation de l'Union qui devrait en découler.
Following the not entirely successful compromise in Nice, the Irish referendum and, according to many opinion polls, growing scepticism towards the EU project in quite a few Member States, there are high expectations of the Laeken Summit, with changes to the EU anticipated.
