Il s’agit aujourd’hui de réviser ce règlement pour moderniser ses dispositions et «améliorer» certaines procédures: la communication entre les juges, la question des actes authentiques, la question de l’arbitrage et surtout la question de l’exequatur.Sans entrer dans le détail de ces questions juridiques complexes, j’attends vivement la révision de ce règlement, révision qui permettra une meilleure protection juridique des citoyens européens: une meilleure «libre circulation» des jugements et décisions judiciaires, davantage de «confiance mutuelle» entre les juridictions et systèmes judiciaires des différents États membres, soit un renforcement de la sécurité juridique en Europe et des droits des citoyens.
It is now a question of revising this regulation to modernise its provisions and to ‘improve’ certain procedures: communication between judges, the issue of authentic acts, the issue of arbitration and, most particularly, the issue of the exequatur. Without going into detail about these complex legal issues, I keenly await the amendment of this regulation, an amendment which will provide European citizens with better legal protection: better ‘free movement’ of judgments and legal decisions, greater ‘mutual confidence’ between the jurisdictions and legal systems of the various Member States, namely a strengthening of legal certainty in Europe and of the rights of European citizens.

Il eût été stupide qu’alors même que nos concitoyens attendent davantage d’intégration, LIFE soit renationalisé et je ne reprends pas ici les arguments de mes collègues, qui ont bien souligné qu’à l’évidence les États membres faisaient des propositions, mais que l’arbitrage final revenait à la Commission. Qu’ensuite, il était fondamental de doter la Commission de moyens pour accompagner, tant pour étudier les dossiers que pour faire un rendu des innovations, via la communication, l’échange, des semaines de mobilisation, bravo!
It would have been stupid for LIFE to have been re-nationalised when our fellow citizens expect more in the way of integration, and I shall not reiterate here the arguments put forward by my fellow Members, who have pointed out that the Member States were obviously making proposals, but that the final arbitration fell to the Commission, and that it was then crucial to provide the Commission with back-up resources, as much for the purposes of studying the dossiers as for those of taking stock of the innovations, via communication, exchanges and activity weeks – well done!

6. Les décisions du groupe d'arbitrage, et notamment l'adoption de la décision et de toute décision préjudicielle, sont prises à l'issue d'un vote à la majorité.
6. All decisions of the arbitration panel, including the adoption of the ruling and of any preliminary ruling, shall be taken by majority vote.
