En réponse à une question de la délégation de l'UE, la délégation des États-Unis a précisé que, à la date de la signature de l'accord, les pays ci-après mettaient en œuvre des accords «Ciel ouvert» avec les États-Unis dans le domaine des services aériens: Burkina Faso, République du Cap-Vert, République du Cameroun, République du Tchad, République gabonaise, République de Gambie, République du Ghana, République démocratique fédérale d'Éthiopie, République du Liberia, République de Madagascar, République du Mali, Royaume du Maroc, République de Namibie, République fédérale du Nigeria, République du Sénégal, République unie de Tanzanie et République d'Ouganda.
In response to a question from the EU delegation, the US delegation explained that the following countries are implementing Open-Skies air services agreements with the United States as of the date of signature of the Agreement: Burkina Faso, the Republic of Cape Verde, the Republic of Cameroon, the Republic of Chad, the Gabonese Republic, the Republic of The Gambia, the Republic of Ghana, the Federal Democratic Republic of Ethiopia, the Republic of Liberia, the Republic of Madagascar, the Republic of Mali, the Kingdom of Morocco, the Republic of Namibia, the Federal Republic of Nigeria, the Republic of Senegal, the United Republic of Tanzania and the Republic of Uganda.

The US delegation explained that under Annex 3 to the Agreement, and in the absence of a city-pair contract awarded by the US General Services Administration, a US Government employee or other individual whose transportation is paid for by the US Government (other than an employee, military member, or other individual whose transportation is paid for by the US Department of Defence or military department) may book a flight, including on a Community airline, between the US and the European Community, or between any two points outside the United States, that, at the lowest cost to the Government, satisfies the traveller's needs.

With respect to paragraphs 1, 3 and 5 of Article 3, paragraph 3 of Article 1 of Annex 4 and paragraph 2 of Article 2 of Annex 4, and in response to a question from the US delegation, the EU delegation explained that as of the date of signature of the Agreement the members of the European Common Aviation Area comprise, in addition to the Member States of the European Community, the Republic of Albania, Bosnia and Herzegovina, the Republic of Croatia, the Republic of Iceland, the former Yugoslav Republic of Macedonia, the Republic of Montenegro, the Kingdom of Norway, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo.

L’intention est donc d’accroître l’influence de l’UE dans cette région et de faire ainsi contrepoids à la puissante influence qu’exercent déjà les États-Unis dans cette partie du monde où ils cherchent à développer leurs intérêts, d’une part, par la création d’une zone de libre-échange États-Unis - Amérique centrale et, d’autre part, par l’établissement de la zone de libre-échange des Amériques (ZLEA).
The intention is thus to increase the EU’s influence in that region, providing a counterbalance to the powerful influence that the United States already exerts there by focusing its interests, firstly on creating a US-Central America Free Trade Area and then on establishing what is known as the Free Trade Area of the Americas (FTAA).

The draft resolution on the human rights situation in China, tabled by the US delegation at the 56th session of the UN Commission on Human Rights, was not put to the vote, following the adoption, on 18 April 2000, of a ‘non-intervention motion’ based on the draft resolution tabled by the Chinese delegation.

11. demande à la Présidence de sa délégation UE/États-Unis de soulever la question avec son homologue à la première occasion, à communiquer expressément la teneur de la présente résolution, à souligner l’appui apporté par l’UE au traité ABM et à faire en sorte que la ratification du CTBT par les États-Unis figure à l’ordre du jour de toutes les réunions de délégation avec des homologues américains jusqu’à la ratification du traité par le Sénat américain ;
11. Requests the Chair of its US delegation to raise this issue with his or her counterpart at the next opportunity, to forcefully communicate the tenor of this resolution, to stress EU support for the ABM Treaty and to ensure that CTBT ratification by the US is on the agenda for all delegation meetings with their US counterparts until the US Senate ratifies the Treaty;

18. invite la Commission, conjointement avec les autorités du Parlement et avec les commissions compétentes, à se mettre en rapport avec le Congrès des États-Unis afin d'instaurer un forum pour débattre des principaux problèmes et sujets de préoccupation concernant la politique suivie, et invite la délégation UE-États-Unis à mettre en place un système de "partenariat" avec les membres des commissions compétentes du Congrès des États-Unis et du Parlement européen afin de pouvoir établir un dialogue plus direct et plus approprié entre les partenaires lors de contacts qui ne se limitent pas à des rencontres semestrielles.
18. Calls for the Commission, in conjunction with the Parliament authorities and the relevant committees, to liaise with the U.S. Congress in order to establish a forum for discussion of key policy issues and concerns, and calls for the EU-US Delegation to establish a system of "pairing " with members of the relevant committees in the US Congress and the European Parliament in order to facilitate more direct and pertinent dialogue between the two in contacts which are not limited to the bi-annual meetings.
