Equip the judicial management with stronger information tools on the functioning of the justice system (such as statistical tools, case management, user surveys and staff surveys) for better informed decision making and to help demonstrate progress.

227. constate que la Commission n'a pas appliqué de corrections pour remédier à l'inefficacité du système d'audit en République tchèque; observe toutefois que la Commission a introduit des corrections dans certains programmes opérationnels, principalement pour remédier à des déficiences dans le fonctionnement des systèmes de gestion et de contrôle (erreurs dans les procédures de passation de marchés publics et la sélection des opérations); note que les corrections appliquées peuvent servir dans le cadre d'autres projets; est préoccupé par les informations émanant initialement de la Cour des comptes selon lesquelles le ministère tchèque des finances aurait usé de son statut d'autorité de contrôle et de certification pour influer sur le taux d'erreur définitif; demande à la Commission de fournir au Parlement des informations exhaustives sur ce dossier; invite la Commission à définir, en collaboration avec le gouvernement tchèque, un plan d'action permettant de remédier fondamentalement aux déficiences du système d'audit et à suivre sa mise en œuvre;

Takes note that the Commission has not applied any corrections due to the ineffectiveness of the audit system in the Czech Republic; notes, however, that the Commission applied corrections for some of the operational programmes, mainly due to shortcomings in the functioning of the management and control systems (errors in public procurement and the selection of operations); notes that the corrections applied can be allocated to other projects; is worried about information reported initially by the Court of Auditors which suggested that the Czech Ministry of Finance used its role as an audit authority and certification authority to influence the final error rate; requests that the Commission report back to Parliament in detail on the matter; calls on the Commission to elaborate in cooperation with the Czech Government and to follow up on the implementation of an existing Action plan that tackles the shortcomings in the Audit system at the core;
