At its plenary session today, the Economic and Social Committee unanimously adopted an opinion on the Commission Communication Towards an urban agenda in the European Union. The report comes in response to the request made by the Strasbourg European Council for 'an inventory to be prepared of national position on immigration so that a discussion on this issue within the Council can be prepared' and to the Council (General Affairs) decision of 18 December 1989, which split the task into two parts: (i) a study of conditions of access to Member States' territories for nationals of non-member countries, to be undertaken by the Council's ad hoc Immigration Group; (ii) a study of the issues involved in immigrant integration, to be undertaken by the Commission.
