In the course of his statement, Mr Mosar made the following points : - Euratom had not concluded any agreements with Pakistan or Libya; - there were no existing agreements between any of the Member States and either of those countries; - the agreements and contracts concluded by Belgian and German nationals or enterprises with Libya or Pakistan were in conformity with the non-proliferation commitments entered into by those Member States; - as regards the export of equipment and technology, all the Member States were bound by the provisions of the London Guidelines which they had agreed to observe; - the Commission had clearly defined responsibilities with regard to the export of nuclear materials.
