TRADUCTIONS EN CONTEXTE

La mise en œuvre du règlement (CE) no 216/2008 et la nouvelle législation «Ciel unique européen II» (2) imposent l'élaboration de modalités d'application plus détaillées, en particulier dans le domaine de l'octroi de licences aux contrôleurs de la circulation aérienne, afin de maintenir un niveau uniforme élevé de sécurité de l'aviation civile en Europe, de garantir le niveau le plus élevé de responsabilité et de compétence, d'améliorer la disponibilité de contrôleurs de la circulation aérienne et de promouvoir la reconnaissance mutuelle des licences, tout en poursuivant l'objectif d'une amélioration globale de la sécurité du trafic aérien et des compétences du personnel.
The implementation of Regulation (EC) No 216/2008, as well as the new Single European Sky II legislation (2) requires the establishment of more detailed implementing rules, in particular concerning the licensing of air traffic controllers, in order to maintain a high uniform level of civil aviation safety in Europe, to achieve the highest standards of responsibility and competence, to improve the availability of air traffic controllers and to promote the mutual recognition of licences while pursuing the objective of an overall improvement in air traffic safety and competence of personnel.

3. La délivrance d'attestations médicales respecte les dispositions de l'annexe I de la convention relative à l'aviation civile internationale signée à Chicago et les exigences visées dans les normes médicales applicables aux contrôleurs de la circulation aérienne (normes «EURO Class 3») fixées par Eurocontrol.
3. The issuing of medical certificates shall be consistent with the provisions of Annex I to the Chicago Convention on International Civil Aviation and the Requirements for European Class 3 Medical Certification of Air Traffic Controllers laid down by Eurocontrol.

Conformément aux normes établies et aux pratiques recommandées fixées par la convention relative à l’aviation civile internationale signée à Chicago le 7 décembre 1944 (ci-après la «convention de Chicago»), la Communauté devrait définir des exigences essentielles applicables aux produits, pièces et équipements aéronautiques, aux aérodromes et à la fourniture de GTA/SNA, des exigences essentielles applicables aux personnes et organismes contribuant à l’exploitation des aérodromes et à la fourniture de GTA/SNA, et des exigences essentielles applicables aux personnes et produits intervenant dans la formation et la surveillance médicale des contrôleurs aériens.
The Community should lay down, in line with the Standards and Recommended Practices set by the Convention on International Civil Aviation, signed in Chicago on 7 December 1944 (the Chicago Convention), essential requirements applicable to aeronautical products, parts and appliances, aerodromes and the provision of ATM/ANS; essential requirements applicable to persons and organisations involved in the operation of aerodromes and in the provision of ATM/ANS; and essential requirements applicable to persons and products involved in the training and medical assessment of air traffic controllers.

In order to protect persons and goods within the European Union, acts of unlawful interference with civil aircraft that jeopardise the security of civil aviation should be prevented by establishing common rules for safeguarding civil aviation.

Il y a lieu, par conséquent, d'abroger en temps opportun l'annexe III du règlement (CEE) no 3922/91 du Conseil du 16 décembre 1991 relatif à l'harmonisation de règles techniques et de procédures administratives dans le domaine de l'aviation civile , et la directive 91/670/CEE du Conseil du 16 décembre 1991 sur l'acceptation mutuelle des licences du personnel pour exercer des fonctions dans l'aviation civile , dans son intégralité, sans préjudice des certifications et agréments de produits, de personnes et d'organismes déjà accordés conformément auxdits actes.
Annex III to Council Regulation (EEC) No 3922/91 of 16 December 1991 on the harmonisation of technical requirements and administrative procedures in the field of civil aviation and Council Directive 91/670/EEC of 16 December 1991 on mutual acceptance of personnel licences for the exercise of functions in civil aviation should therefore be repealed in due course, without prejudice to the certification or licensing of products, persons and organisations already carried out in accordance with those acts.

Without prejudice to the Member States' responsibilities respecting the risk assessment and the security clause of the civil aviation agreements, the Commission should, assisted by the Security Committee, consider, together with the International Civil Aviation Authority (ICAO) and ECAC, the possibility to develop a mechanism to assess whether flights coming from third country airports meet the essential security requirements.

3. Dans les six mois suivant l'entrée en vigueur du présent règlement, chaque État membre demande à son autorité compétente de se charger de l'élaboration et de la mise en œuvre d'un programme national de contrôle de la qualité en matière de sûreté de l'aviation civile afin de s'assurer de l'efficacité de son programme national de sûreté de l'aviation civile.
3. Within 6 months following the entry into force of this Regulation, each Member State shall require its appropriate authority to ensure the development and implementation of a national civil aviation security quality control programme so as to ensure the effectiveness of its national civil aviation security programme.
