La présente décision a été prise eu égard à un certain nombre de facteurs, tels que l'engagement du gouvernement britannique de ne pas réitérer cette demande, les effets limités produits sur la capacité de production communautaire, le fait qu'il ne s'agit pas d'une réouverture mais d'une reconversion d'un arsenal en un chantier civil, le fait que l'aide ne confère pas un quelconque avantage concurrentiel au chantier pour l'obtention d'un contrat donné, et enfin le fait qu'elle accroît les chances des liquidateurs actuels de trouver un acheteur valable pour le chantier.
This decision was taken in consideration of several factors, such as the commitment given by the British Government that this is a one-off request, the limited effects that it produces on the Community's capacity production, that it is not a case of physical reopening but rather of conversion from military activity to merchant shipbuilding, that the aid does not give any competitive advantage to the yard in bidding for a given contract and that it increases the changes of the present receivers to find a valid purchaser for the yard.
