(c) invite la Commission européenne, au sein de la commission mixte prévue à l'article 9 de l'accord, outre les objectifs visés à l'article 3, paragraphe 1, point b), du nouveau protocole, à envisager l'adoption de mesures pour le renforcement du cadre légal et des moyens financiers, techniques et humains aux fins des activités de suivi, de contrôle et de surveillance destinées à dissuader la pêche INN; invite également la Commission européenne à soutenir les démarches de la Côte d'Ivoire afin de promouvoir des instruments de coopération régionale en matière de contrôle en mer, notamment les actions entreprises au sein de la CPCO, y compris la mise en place d’un programme d’observateurs régional des activités de pêche du thon ou la création d'un centre régional de surveillance des pêches;
(c) Calls on the Commission, as part of its work within the Joint Committee provided for in Article 9 of the agreement and over and above the objectives referred to in Article 3(1)(b) of the new protocol, to consider adopting measures to bolster the legal framework and financial, technical and human resources for monitoring, control and surveillance activities, with a view to discouraging IUU fishing; calls on the Commission also to support Côte d'Ivoire in its efforts to promote regional cooperation instruments covering inspections at sea, in particular action within the FCWC including the introduction of a regional observer programme tuna fishing and the setting up of a regional fisheries surveillance centre;

Comme prévu à l'article 8 du présent accord, la commission mixte peut réévaluer les possibilités de pêche visées au chapitre II de l'annexe et ces dernières peuvent être adaptées par une décision de la commission mixte, pour autant que les recommandations et les résolutions de la CTOI tendent à confirmer l'évaluation selon laquelle cette adaptation garantira une gestion durable du thon et des thonidés dans l'océan Indien.
As provided for in Article 8 of this Agreement, the Joint Committee may reassess the fishing opportunities referred to in Chapter II of the Annex and these may be adjusted by decision of the Joint Committee insofar as the recommendations and resolutions of the IOTC support the assessment that such an adjustment will secure the sustainable management of tuna and tuna-like species in the Indian Ocean.

4. Conformément à l’article 4 de l’accord de partenariat de pêche, sur la base des recommandations et des résolutions adoptées au sein de la CICTA et à la lumière des meilleurs avis scientifiques disponibles, les Parties se consultent au sein de la Commission mixte prévue à l’article 9 de l’accord de partenariat de pêche pour adopter des mesures visant une gestion durable des espèces halieutiques couvertes par ce protocole et affectant les activités des navires de l’Union européenne.
4. In accordance with Article 4 of the Fisheries Partnership Agreement, on the basis of the recommendations and resolutions adopted within ICCAT and in the light of the best scientific advice available, the Parties shall consult each other within the Joint Committee provided for in Article 9 of the Fisheries Partnership Agreement to take measures to ensure the sustainable management of the fish species covered by this Protocol and concerning the activities of European Union vessels.

2. L’Union européenne et le Gabon s’accordent au sein de la commission mixte prévue à l’article 9 de l’accord, dès la date d’application provisoire du présent Protocole, et au plus tard trois mois après cette date, sur un programme sectoriel pluriannuel, conformément à la stratégie nationale du Gabon dans le domaine de la pêche et au cadre politique de la Commission européenne, et sur ses modalités d’application, comprenant notamment:

The European Union and Gabon shall agree, within the Joint Committee provided for in Article 9 of the Agreement, from the date of provisional application of this Protocol, and at the latest three months after that date, on a multiannual sectoral programme, in line with the Gabonese national strategy on fisheries and the European Commission’s political framework, and on the detailed implementing rules, including in particular:

3. L’affectation des montants est fondée sur l’identification par les deux parties d’un commun accord au sein de la Commission mixte des objectifs à réaliser conformément au Plan Stratégique Gabon Émergent du secteur de la pêche et sur une estimation de l’impact attendu des projets à réaliser.

The use to which the amounts are put shall be based on a common agreement between the two Parties within the Joint Committee on the objectives to be achieved, in line with the Strategic Plan for Emerging Gabon by the fisheries sector and based on an estimate of the expected impact of the projects to be carried out.

Le gouvernement de la Côte d'Ivoire doit élaborer un programme sectoriel multiannuel qui vise à assurer une gestion durable de la pêche. Ce programme doit ensuite être approuvé par la commission mixte Côte d'Ivoire-Commission européenne.
The Côte d’Ivoire government is to develop a multiannual sectoral programme aimed at bringing about sustainable fisheries management, which must then be approved by the Joint Committee of the Côte d’Ivoire and the European Commission. These sums will be spent according to that programme.
