Since the rise of antimicrobial resistance has been traced to the use of antibiotics in both human and veterinary medicine, the Commission has been working since the first report towards the development of initiatives which would be relevant for both sectors.

42. souligne qu'il est nécessaire de réviser d'urgence la directive sur les tissus et les cellules afin de la mettre en conformité avec la charte des droits fondamentaux, notamment en ce qui concerne le principe du don non rémunéré; est d'avis qu'il en va de même pour le règlement sur les thérapies innovantes, qu'il y a également lieu de rendre plus applicable aux PME; insiste auprès de la Commission pour qu'elle soumette une proposition en faveur d'une approche plus commune de l'évaluation des technologies de la santé pour les produits pharmaceutiques qui ne crée pas de charge administrative supplémentaire, mais au contraire allège la charge des entreprises et des États membres en leur imposant de réaliser une telle évaluation une seule fois, au niveau européen, au lieu de devoir renouveler le processus dans les 28 États membres; souhaite une adoption en temps voulu de la législation secondaire prévue dans le cadre de la directive sur les produits du tabac; souligne que la Commission devrait faire de la lutte contre la résistance aux antimicrobiens une priorité, et appelle de ses vœux des propositions législatives concrètes destinées à lutter contre ce problème grave, en complément des propositions existantes dans le domaine vétérinaire; demande qu'une plus grande attention soit accordée à la médecine humaine, par exemple sous la forme d'un instrument régissant les antibiotiques à usage humain à l'instar de ce qui a déjà été proposé pour les antibiotiques dans le domaine vétérinaire;
42. Stresses the need for an urgent review of the Tissues and Cells Directive to bring it in line with the Charter of Fundamental Rights, in particular as regards the principle of unpaid donation; takes the view that the same applies to the Advanced Therapies Regulation, which also needs to be made more applicable to SMEs; stresses to the Commission the need to come forward with a proposal for a more common approach to health technology assessment (HTA) for pharmaceuticals that does not create an extra layer of administrative burden, but instead unburdens companies and Member States’ authorities by requiring them to carry out such assessment only once, at the European level, rather than in the 28 Member States; expects the timely adoption of secondary legislation provided for under the Tobacco Products Directive; stresses that the Commission should make the fight against antimicrobial resistance a priority, and asks for concrete legislative proposals to tackle these serious problems, in addition to the existing proposals in the veterinary field; calls also for greater attention to be focused on human medicine, for example in the form of an instrument governing antibiotics for human use similar to that already proposed for antibiotics in the veterinary field;

Par lettre du 20 juin 2001, la Commission a transmis au Parlement la proposition de recommandation du Conseil relative à l'utilisation prudente des agents antimicrobiens en médecine humaine (COM (2001) 333 – 2001/2164(COS)).
By letter of 20 June 2001, the Commission forwarded to Parliament the proposal for a Council recommendation on the prudent use of antimicrobial agents in human medicine(COM(2001) 333 – 2001/2164(COS)).

Les propositions de la Commission vont dans le bon sens. Elle propose pour limiter la consommation d'antibiotiques en médecine humaine, d'agir à quatre niveaux:
The Commission’s proposals are a step in the right direction, and propose restricting the consumption of antibiotics in human medicine by action at four levels:

11. invite la Commission à prendre les mesures nécessaires pour renforcer la coopération interdisciplinaire entre la médecine humaine et la médecine vétérinaire au niveau communautaire, notamment en garantissant un accès meilleur et non limité aux données et résultats scientifiques, y compris aux données épidémiologiques;
11. Calls on the Commission to take appropriate measures to strengthen interdisciplinary cooperation between human and veterinary medicine at Community level, to guarantee, in particular, improved and unrestricted access to scientific data and knowledge, including epidemiological data;
