Welcomes efforts to improve the documentation of alleged human rights abuses in Western Sahara, in particular through the institution of the CNDH, with offices in Laayoune and Dakhla, as recognised by the UN; notes the positive work of the CNDH and calls on the Moroccan Government to help strengthen its independence and remit, and to ensure the implementation of its recommendations; encourages, moreover, the CNDH to increase its efforts to build relationships with those Sahrawis who are hostile to Moroccan rule and to guarantee adequate follow-up to complaints; welcomes Morocco’s adoption in 2012 of three of the five UN Human Rights Council recommendations on the human rights situation in Western Sahara, and calls on it to adopt the remaining two; welcomes, furthermore, Moroccan invitations to ad-hoc international delegations, including the UNSR on torture, and the fact that those invitations were accepted; urges the Moroccan authorities to give authorisation for fact-finding missions to be conducted by other international organisations, such as the African Commission on Human and Peoples’ Rights and the European Parliament; urges all relevant parties to continue such engagement with UN human rights bodies; supports the creation of an official MINURSO-ICRC mission in the area of Fadret Leguiaa in order to proceed with the exhumation and the restitution of remains to families, following the discovery of common graves by the investigation team of the University of the Basque Country;

C. considérant que, suite à la décision du Comité international olympique d'organiser les Jeux olympiques à Pékin en 2008, le gouvernement chinois a pris des engagements au niveau international qui figurent dans le document "Promesses de Pékin", où sont énoncés les principaux aspects de l'amélioration de la situation des droits de l'homme en Chine, qui consistent à renforcer l'indépendance de la société civile et à élargir l'accès à l'information, à soutenir les réformes et les activités internes et à suivre les progrès réalisés dans le domaine des droits de l'homme,
C. having regard to the decision of the International Olympic Committee to hold the 2008 Olympic Games in Beijing and the Government of China's international commitments in the document 'Beijing's Promises', which sets out the main ways of improving the human rights situation in China by expanding independent civil space and access to information, supporting domestic reforms and activities, and monitoring human rights progress,

13. demande aux États membres d'appliquer des critères égaux à l'évaluation de pays tiers lorsqu'ils envisagent une restriction quelconque ou un embargo des exportations d'armements en raison de violations des droits de l'homme ou d'une montée de l'instabilité régionale; sous cet angle, estime que l'embargo qui frappe la Chine ne saurait être levé tant que la situation en ce qui concerne les droits de l'homme et les libertés civiles et politiques dans ce pays ne se sera pas nettement et durablement améliorée et tant que l'on n'aura pas convenablement abordé le problème de Tiananmen; craint par ailleurs que les exportations d'armes n'accroissent le risque d'instabilité régionale en Asie orientale, eu égard notamment à la loi antisécession adoptée récemment par la Chine, qui vise Taïwan; demande à la Chine de prendre des mesures concrètes pour améliorer la situation des droits de l'homme dans le pays, notamment en ratifiant le Pacte international relatif aux droits civils et politiques et en autorisant le Comité international de la Croix-Rouge à inspecter les prisons chinoises, en communiquant des informations sur le sort de toutes les victimes de la répression de Tiananmen, tout en renforçant son propre système de contrôle des exportations et en améliorant son engagement à l'égard des normes internationales de non-prolifération;

Urges the Member States to apply equal criteria to the evaluation of third states when considering any restriction or embargo on arms exports on account of human rights violations or growing regional instability; in the light of this, the embargo on China should not be lifted until there is a clear and sustained improvement in the situation as regards human rights and civil and political freedoms in the country and until the Tiananmen issue has been properly addressed; is also concerned that arms exports will increase the risk of regional instability in East Asia, particularly in the light of China's recent anti-secession law aimed at Taiwan; urges China to take concrete steps to improve the human rights situation in the country, for example by ratifying the International Covenant on Political and Civil Rights and allowing the International Committee of the Red Cross to carry out inspections of Chinese prisons, releasing information on the fate of all the victims of the Tiananmen crackdown, and also strengthening its export control system and improving its commitment to international non-proliferation norms;
