Le comité de coordination de la Commission pour les trois instruments de préadhésion, au niveau des directeurs, ne s'est pas officiellement réuni en 2005, bien que plusieurs réunions aient eu lieu notamment en vue de la création du nouvel instrument de préadhésion (IPA) et de ses composantes[3]. Un document d'assistance générale par lequel la Commission a informé le comité de gestion de PHARE de la coordination de l'aide de préadhésion en 2005 et de l'aide prévue pour 2006 a été présenté aux États membres lors de la réunion du comité de gestion de PHARE du 19 mai 2005.
The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.

Clause 5 provides mechanisms and guidelines to increase or reduce the area of the marine park; gives the minister appropriate authority in order to manage the park and to enter into agreements with other ministers; provides for the drawing up of a management plan and provides for public consultation opportunities; gives the authority to issue permits for the control of activities; gives the required authority to park wardens, peace officers and enforcement officers; stipulates the implementation of a harmonization committee to provide federal and provincial government managers with a forum to enable them to harmonize their administrative and operational activities; calls for the implementation of a coordinating committee to provide community members with a forum that will allow them to provide advice and counsel to federal and provincial ministers responsible for the marine park; and finally, provides the Governor-in-Council with the legislative authority to make regulations, notably for the protection, control and management of the park.
