The new role the Commission could play would be threefold : - to guarantee the conditions necessary to the emergence and launch of major projects through a budgetary contribution to the financing of feasibility studies and preparatory work and to the actual financial implementation of projects; - to improve conditions for private investors through arrangements ensuring free movement of capital and through a tax regime favourable to securities issued by entities undertaking major projects; - to mobilize market resources through a renewed form of Community assistance resembling in some respects "project financing" techniques.

ELEMENTS D'ANALYSE Cette etude met d'abord en evidence la necessite de realiser de grands projets d'infrastructure, et degage, a partir d'une analyse des realisations du passe, les caracteristiques qu'ont en commun ces projets et les methodes de financement qui ont ete utilisees.
THE ANALYSIS The study first establishes the need to realise large infrastructure projects and identifies, on the basis of schemes which have already been implemented, the characteristics which such projects have in common and the methods of financing which have been used.
