Il y a eu 23 présentations orales à ce comité et, dans le cadre de ce rapport, le comité d'experts recommande, dans sa conclusion n 60, que la Loi sur le système correctionnel et la mise en liberté sous condition soit modifiée pour éliminer le régime de libération d'office et la procédure d'examen expéditif, qui serait remplacée par un régime de libération conditionnelle méritée.
