During 2006, the three Scientific Committees[32], namely the Scientific Committee on Consumer Products (the SCCP), the Scientific Committee on Health and Environmental Risks (the SCHER), and the Scientific Committee on Emerging and Newly Identified Health Risks (the SCENIHR), adopted a wide range of opinions covering such matters as certain hair dyes (as part of a review of possible cancer risks), the safety of sun beds, existing substances under Regulation 793/93, other substances like organotins, the possible effects of substances released by air freshener products, the effect of electromagnetic fields on human health and the appropriateness of existing methodologies for assessing the risks of nanomaterials.

As to cosmetics, the EC invited the Scientific Committee on Consumer Products (SCCP) to review and if appropriate amend its Notes of Guidance for the testing of ingredients and to evaluate the safety of cosmetic ingredients in the form of nanoparticles.[13] The SCCP approved an opinion for public consultation on 19 June 2007,[14] concluding that it is necessary to review the safety of the nanomaterials presently used in sunscreens in the light of recent information; and stressing the possible influence of physiologically abnormal skin and mechanical action on skin penetration.

According to an opinion of the Scientific Committee on Consumer products (SCCP) to the European Commission released today, the use of ultraviolet-radiation devices, tanning lamps and sunbeds, to achieve and maintain cosmetic tanning, is likely to increase the risk of malignant melanoma of the skin.

In the present case, the Commission disregarded the procedural rules in Article 10 of the Cosmetics Directive, since, instead of returning to the Council when the Adaptation Committee delivered an unfavourable opinion on 1 June 1992 concerning its proposal to restrict the maximum level of psoralens in sun products, it submitted the same proposal to the Adaptation Committee some years later.

(27) Whereas the United Kingdom put forward a first proposal for an export certified herds scheme to the Commission on 25 February 1997; whereas the Scientific Veterinary Committee concluded at its meeting of 11 June 1997 that that proposal was not adequate; whereas the United Kingdom put forward a modified proposal dated 1 July 1997; whereas the Scientific Veterinary Committee issued an opinion on that revised proposal on 17 September 1997 stating that the major obstacle to approving the scheme for the entire territory of the United Kingdom was the lack of a comprehensive computerised movement and tracing system and associated database for live cattle in Great Britain but that an adequate system did appear to exist in Northern Ireland; whereas the Committee concluded furthermore that small modifications could be made to minor aspects of the scheme at the request of the competent Commission departments in order to comply with certification or control requirements; whereas the Food and Veterinary Office conducted a feasibility inspection in Northern Ireland from 3 to 7 November 1997; whereas the United Kingdom has agreed to further improvements in line with the recommendations made following that inspection; whereas, therefore, a partial lifting of the prohibition on the dispatch of products from bovine animals slaughtered in Northern Ireland is appropriate;

Si les importations d'un ou plusieurs produits couverts par le régime dérogatoire causent ou risquent de causer en Turquie des perturbations graves de nature à compromettre les objectifs de l'union douanière pour les produits agricoles transformés, des consultations entre les parties contractantes sont organisées au sein du comité mixte de l'union douanière afin de rechercher une solution mutuellement acceptable.
If imports of one or more of the products covered by the derogation regime cause or threaten to cause in Turkey serious disturbances which may endanger the objectives of the Customs Union for processed agricultural products, consultations between the Parties shall be held within the Customs Union Joint Committee, with a view to finding a mutually acceptable solution.
