16. observe que, de juin 2010 à avril 2011, la directrice exécutive de l'Agence a été administratrice et membre du comité consultatif international de Earthwatch, une organisation internationale de défense de l'environnement qui engage des experts qui se consacrent à la recherche scientifique et à l'enseignement, et aurait été membre du comité consultatif européen de Worldwatch Europe; constate que, selon les dires de la directrice exécutive, elle a renoncé aux fonctions qu'elle exerçait au sein d'Earthwatch en avril 2011 sur le conseil du président de la Cour des comptes dans le contexte d'éventuels conflits d'intérêts;
16. Notes that, from June 2010 until April 2011, the Executive Director of the Agency was a trustee and a member of the International Advisory Board of Earthwatch - an international environmental charity engaging people in scientific field research and education - and was reported to be a member of the European Advisory Board of Worldwatch Europe; acknowledges that, in accordance with the Executive Director's statement, she stepped down from her positions in Earthwatch in April 2011 following advice from the President of the Court of Auditors in the context of a possible conflict of interests;

Sur la base de ladite décision, le Groupe consultatif pour l’information financière en Europe (EFRAG), l’International Financial Reporting Standards Foundation (Fondation IFRS), qui est le successeur légal de la Fondation du comité des normes comptables internationales (IASCF), et le Conseil de supervision de l’intérêt public (PIOB) ont bénéficié d’un cofinancement de l’Union sous la forme de subventions de fonctionnement jusqu’au 31 décembre 2013.

22. appelle à un renforcement de la coopération entre le Conseil de l'Europe et l'Union européenne dans les domaines de la promotion des droits des minorités et de la protection des langues régionales et minoritaires; demande qu'il soit fait usage des conventions juridiquement contraignantes du Conseil de l'Europe, comme la Convention-cadre pour la protection des minorités nationales et la Charte européenne des langues régionales ou minoritaires, et de leur mécanisme efficace de suivi; demande instamment que l'avis du Comité consultatif de la Convention sur les mesures dont les États contractants font état dans leurs rapports et les rapports du Comité d'experts de la Charte sur l'exécution des engagements des États parties soient pris en considération dans le cadre des travaux des institutions de l'Union, et notamment dans le contexte du processus d'adhésion pour ce qui est des pays candidats;
22. Calls for enhanced cooperation between the Council of Europe and the European Union in the field of promoting minority rights and protecting regional and minority languages; calls for the use of the legally binding conventions of the Council of Europe, such as the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages, and their well-functioning monitoring mechanism; urges consideration of the Convention's Advisory Committee's opinion on the measures taken by the reporting States and consideration of the reports of the Charter's Committee of Experts on the fulfilment of the States Parties" undertakings in the work of the EU institutions, and in particular during the accession process in respect of candidate countries;

(5) En outre, les présentes recommandations se fondent sur les "recommandations concernant le dépistage du cancer" du comité consultatif pour la prévention du cancer ainsi que sur l'expérience acquise lors de la mise en oeuvre des différentes actions soutenues par le programme "L'Europe contre le cancer", dans le cadre desquelles, par exemple, des programmes garantissant un dépistage de qualité du cancer ont permis, par le biais de la collaboration européenne, d'élaborer des lignes directrices européennes efficaces en matière de bonnes pratiques et de protéger la population contre un dépistage de mauvaise qualité.
(5) Additionally, these recommendations are based on the "Recommendations on cancer screening" of the Advisory Committee on Cancer Prevention together with the experience gathered under the different actions sustained under the Europe against Cancer programme where European collaboration has helped, for example, high quality cancer screening programmes to provide efficient European guidelines of best practice and to protect the population from poor quality screening.

94. juge indispensable de conférer au Groupe européen d’Ethique un véritable statut interinstitutionnel lui permettant de jouer pleinement son rôle de comité consultatif d’éthique européen, à l’interface des différentes instances communautaires, et capable en outre d’entretenir un dialogue et un réseau permanent d’échanges d’informations avec les instances éthiques nationales de l’UE ou de pays tiers ainsi qu’avec les instances éthiques mises en place au sein d’organisations internationales gouvernementales (comité international de bioéthique de l’UNESCO ou comité de bioéthique du Conseil de l’Europe, par exemple);

Deems it indispensable to confer on the European Ethics Group a genuine interinstitutional status which would enable it to act as a European Advisory Committee on Ethics, at the interface between the various Community authorities, and, furthermore, to maintain a dialogue and a permanent network for the exchange of information with national ethics committees in the Member States of the EU or in third countries, as well as with ethical committees set up by international governmental organisations (such as UNESCO’s International Bioethics Committee or the Council of Europe’s Bioethics Committee);
