(Return tabled) Question No. 261 Ms. Judy Foote: With regard to the closure of the Maritime Rescue Sub-Centre St. John’s (MRSC St. John’s), operated by the Canadian Coast Guard, in May, 2012, and its consolidation with the Joint Rescue Coordination Centre in Halifax (JRCC Halifax): (a) how many search-and-rescue (SAR) cases has the JRCC Halifax handled from 2006, through to the closure of the MRSC St. John’s, broken down by month and totaled by year; (b) how many SAR cases has the JRCC Halifax handled since the closure of the MRSC St. John’s which would have previously been handled by MRSC St. John’s, broken down by month and year; (c) what tactical measures were undertaken by the government to mitigate SAR service losses to areas formerly serviced by MRSC St. John’s; (d) were there additional employees hired at JRCC Halifax to deal with the increased workload from the closure of MRSC St. John’s and, if so, how many additional employees, broken down by full-time, part-time and contractual employment; and (e) what training, if any, was given to existing and new staff at JRCC Halifax specific to ensuring local knowledge of (i) the unique Newfoundland and Labrador dialects, (ii) geographic makeup of the coast of Newfoundland and Labrador?

Question No. 477 Ms. Judy Foote: With regard to the one-time projected closing costs of the Maritime Rescue Sub Centre in St. John’s (MRSC St. John’s) and the consolidation of MRSC St. John’s to Joint Rescue Coordination Centre Halifax (JRCC Halifax) and Joint Rescue Coordination Centre Trenton (JRCC Trenton), what is the total cost of: (a) consolidating MRSC St. John’s to JRCC Halifax and JRCC Trenton; (b) new training at JRCC Halifax and JRCC Trenton, including language training and overtime hours for replacement employees while employees are being trained; (c) relocation to JRCC Halifax and JRCC Trenton; (d) upgrades required to JRCC Halifax and JRCC Trenton; (e) benefits paid to employees who choose to leave the public service as a result of the consolidation; (f) recruitment of candidates to replace services provided by MRSC St. John’s; (g) travel for personnel and project managers between JRCC Halifax, JRCC Trenton, MRSC St. John’s and Ottawa as a result of the consolidation; (h) project management, including the replacement and supplementing of the Regional Superintendent of Search and Rescue to assist with consolidation logistics; and (i) other work force adjustments obligations, including reasonable job offers to affected employees?

Stéphane Dion: With regard to the Department of Fisheries and Oceans and the closing of the search and rescue centres in St. John’s, Newfoundland and Labrador, and Québec City, Quebec: (a) what is the cost of relocating people from St. John’s and Québec City to either Trenton or Halifax; (b) what is the cost of linking, with a secure telephone line, the Halifax and Trenton coordination centres to emergency centres in the provinces of Québec and Newfoundland and Labrador; (c) what are the bilingual capabilities of the centres in Halifax and Trenton and what is their capacity to answer two different emergency calls simultaneously in French for both centres; (d) what is the cost of adapting each centre in Halifax and Trenton to deal with the increase in the number of calls that they will have to handle; and (e) how will the territory be split between the centres in Halifax and Trenton?

Question No. 143 Mr. Scott Simms: With regard to the Service Canada Employment Insurance (EI) modernization plan: (a) what are the itemized costs incurred for operating the EI Processing Unit in Gander, Newfoundland and Labrador (NL); (b) what are the itemized costs incurred for operating the EI Processing Unit in St. John’s, NL; (c) what are the itemized costs for transferring the EI Processing Unit from Gander to St. John’s including, but not limited to, severance pay, relocation allowances, building costs for the new facility (Pippy Place); (d) what are the itemized costs for transferring the EI Processing Unit from Grand Falls-Windsor to St. John’s; (e) how many employees are working in each EI Processing Unit in NL, including the units in (i) Gander, (ii) Grand Falls-Windsor, (iii) St. John’s; (f) what are the itemized cost savings realized by consolidating all NL EI Processing sites in St. John’s; (g) what criteria were used in deciding that St. John’s is the most appropriate and cost-effective location for an EI Processing Centre in NL, as opposed to Gander; and (h) what is the estimated time frame for the closing of the EI Processing Units in Gander and Grand Falls-Windsor?

Calls on Member States to devote a larger part of their health budgets to information technologies with a view to improving their networks of hospitals, laboratories and screening centres, pharmacies, primary care centres and homes; to make information broadly available - with appropriate safeguards - to healthcare professionals, administrators and patients to improve the transparency and efficiency of the system; to empower European citizens to play an active role in managing their health, and to improve the overall quality of healthcare;
