2. Acknowledges that the budget allocations requested for completing the construction of the Visitors' Centre and the Audiovisual Centre are in line with initial estimates; emphasises the fact that their implementation is highly dependent on the delivery dates of the D4 and D5 buildings, which may be slightly delayed, according to the information given by the Secretary General to the Bureau on 12 March 2007; asks the administration, therefore, to keep its relevant committee informed in order to allow it to make the necessary adjustments in the 2008 budget;

(7) The College of Europe, providing postgraduate courses in law, economics, politics, social sciences and humanities with a European dimension, the European University Institute, contributing to the development of European cultural and scientific heritage by means of higher education and research, the European Institute of Public Administration, training national and European civil servants in the field of European integration, the Academy of European Law in Trier, providing university-level training of European law professionals and users, the European Inter-University Centre for Human Rights and Democratisation, providing a European Masters degree and Advanced Internships and other education, training and research services in promotion of human rights and democratisation, the European Agency for Development in Special Needs Education, working to improve the quality of education for pupils with special needs and to foster sustainable European cooperation in this field, and the International Centre for European Training, providing teaching, training and research on issues of Europeanisation, globalisation, federalism, regionalism and the transformation of contemporary social structures, constitute bodies pursuing aims of general European interest.

The Management Board should have the necessary powers to establish the budget, check its implementation, draw up internal rules, ensure coherence with Community policies, adopt the Centre’s financial regulation in accordance with the provisions of the Financial Regulation applicable to the general budget of the European Communities , hereinafter referred to as the ‘Financial Regulation’, and appoint the director following a parliamentary hearing of the selected candidate.

Notes that the Secretary-General has submitted proposals to the Bureau on improving legislative assistance to Members and on a possible new structure for Parliament's administration; recalls that the aim is to offer the best possible service to Members for their legislative and budgetary responsibilities, which are Parliament's core activities; recalls also that the aim is to reduce the compartmentalisation of the administration's structure, to improve the work flows, to minimise the impact of staff being based in three different working places, to make the best use of resources and to prepare the structure of Parliament's administration for the challenge of enlargement; considers that the reform, together with the early retirement scheme, should also be used to establish leaner management structures; recalls its earlier recommendations that, for the performance of Members' duties, a research assistance structure must be provided in connection with both parliamentary work and the performance of a Member's duties in general; expects the budgetary authority to be notified of the budgetary implications in good time in order to incorporate them into the discussions on the budget;
