Welcomes the decision of the relevant Federation ministry to take over responsibility temporarily for financing cultural institutions such as the National Library and the Museum of History; calls on the BiH authorities to ensure that efforts are made to urgently solve the status of the seven national cultural institutions – the National Museum, the Arts Gallery, the History Museum, the Literature and Theatre Museum, the Film Archive, the National Library and the Library for Blind Persons – so that they have a proper legal and financial status; calls for a long-term solution to the financing of these institutions;

15. rappelle que les exceptions et les limitations sont un aspect essentiel du régime de droit d'auteur et que les institutions qui invoquent ces exceptions et limitations apportent également une contribution notable à la croissance économique, à l'innovation et à la création d'emplois dans l'Union; demande à la Commission de proposer un cadre harmonisé pour les exceptions et les limitations afin de remédier à la fragmentation du marché, d'améliorer la sécurité juridique et de promouvoir l'accessibilité transfrontalière de contenus protégés par le droit d'auteur, en vue de permettre un accès égal à la diversité culturelle dans l'Union et de répondre aux attentes des consommateurs; rappelle que lorsque les États membres prévoient des exceptions et des limitations, ils doivent s'assurer qu'elles ne portent pas atteinte à l'exploitation normale de l'œuvre ou autre objet protégé ni ne causent un préjudice injustifié aux intérêts légitimes du titulaire du droit; appelle à une réévaluation des exceptions à des fins de recherche et d'éducation, qui devrait porter sur les activités d'enseignement et de recherche liées aux établissements ou aux instituts d'enseignement reconnus par les autorités ou la législation nationales ou qui relèvent d'un programme d'éducation ou de recherche; prie instamment la Commission de trouver des moyens pour que les bibliothèques publiques et de recherche puissent prêter des livres au public à usage privé en formats numériques, indépendamment du lieu d'accès, et en garantissant une rémunération équitable aux titulaires de droits;
15. Recalls that exceptions from and limitations to copyright are a key aspect of the copyright system and that a notable contribution to economic growth, innovation, and job creation in the EU is generated by institutions relying on such exceptions and limitations; calls on the Commission to propose a harmonised framework for exceptions and limitations in order to address the fragmented market, improve legal security and foster cross-border accessibility of copyright content, to allow equal access to cultural diversity across the EU, and to conform to consumer expectations; recalls that when Member States provide for exceptions and limitations, they should ensure that they do not conflict with a normal exploitation of the work or subject-matter and do not unreasonably prejudice the legitimate interests of the rightholder; calls for a reassessment of exceptions for research and education purposes, which should cover educational and research activities linked to an educational establishment or institution recognised by national authorities or legislation or within the purview of an educational or research programme; urges the Commission to identify ways in which public and research libraries can lend books to the public in digital formats for personal use, irrespective of place of access and ensuring a fair remuneration for rightholders;
