9. Where the Agency intends to suspend or revoke a licence, the Agency shall give to the licensee by hand delivery or registered mail addressed to him at his address recorded in the books of the Agency notice of its intention to suspend or revoke the licence, as the case may be, and such notice shall fix a time of not less than 30 days from the delivery or mailing thereof for the licensee to show cause why the licence should not be suspended or revoked, as the case may be.

(4) If, immediately before the coming into force of section 8, a notice has been given under subsection 18(1) of the Citizenship Act, as that subsection read immediately before that coming into force, and the case is not provided for under section 32 or any of subsections (1) to (3), the notice is cancelled and any proceeding arising from it is terminated on that coming into force, in which case the Minister, within the meaning of that Act, may provide the person to whom that notice was given a notice under subsection 10(3) of that Act, as enacted by section 8, or may commence an action for a declaration in respect of that person under subsection 10.1(1) of that Act, as enacted by section 8.

Therefore, given the decision of the European Anti-Fraud Office (OLAF) to start investigative proceedings, as well as the recent General Court judgment annulling the vacancy notice concerning the post of Secretary-General of the EESC, my group intends to clearly call for a deferral until the EESC has been given the opportunity to table a plan or strategy before Parliament for overcoming the current situation of opacity and continuous irregularities, which reveal the urgent need for change.
