Points out that the procedures for the adoption of, on the one hand, the Accession Treaty with the Republic of Croatia and, on the other, the protocols requested by Ireland and the Czech Republic have different treaty bases – Articles 49 TEU and 48 TEU respectively – and therefore that they could not be legally incorporated into a single act; stresses that the two procedures may coincide in time, reflecting the spirit of the political agreement incorporated into the Council’s conclusions of June and October 2009; insists, however, that any possible linkage between the two processes must not in any way unduly delay the date of accession;

14. partage l'avis de la Commission, concernant l'adhésion à l'Union économique et monétaire, selon lequel les nouveaux États membres ne pourront et ne devront pas immédiatement adopter l'euro dès leur adhésion; souligne à cet égard la valeur économique et politique de tous les États membres qui participent pleinement à l'Union économique et monétaire; met toutefois l'accent sur le fait que, compte tenu des contraintes inhérentes aux préparatifs du passage à l'euro, précipiter une adhésion mal préparée à l'Union économique et monétaire pourrait déstabiliser les systèmes monétaires, économiques et sociaux de ces pays;

Shares, as far as EMU membership is concerned, the Commission's view that new Member States cannot and shall not immediately adopt the euro upon accession; emphasises in this connection the economic and political value of all Member States participating fully in the economic and monetary union; points out, however, that bearing in mind the constraints inherent in preparing for the transition to the euro, precipitate, poorly prepared accession to economic and monetary union could cause destabilisation of these countries' monetary, economic and social systems;

In the light of Parliament's recently adopted report on Turkey's progress towards accession, which was designed to send a message of encouragement from the EU to Turkey in the hope that it will meet the requirements and criteria of eligibility for accession to the EU, does the Council consider that Turkey has appreciated the message contained in the Lamassoure report and shown signs of a positive response? Does it interpret Turkey's position as a refusal to comply with its obligations as an applicant country?

The numerous negative aspects of China's accession to the WTO, which you choose to identify in your explanatory statement, Mr Gahrton, cannot be supported by us in the PPE-DE Group in their present one-sided and, in my view, somewhat disproportionate wording.
