Après avoir évalué la durabilité, la pertinence et l'efficacité des projets pilotes financés par l'ancienne ligne budgétaire B7-667 (cf. annexe 1), la Commission examinera la possibilité de fournir un financement, dans le cadre des lignes budgétaires appropriées, à des projets communs menés par des organisations issues des diasporas, de préférence de deux États membres au moins, et des organisations locales pour soutenir le développement local.
Following an evaluation of the sustainability, relevance and effectiveness of the pilot projects funded under former budget line B7-667 (cf. Annex 1), the Commission will consider the possibility of providing funding in the context of the appropriate budget lines to joint projects by diaspora organisations – preferably from two or more Member States – and local organisations so as to support local development.

Quelle n'est pas la surprise de constater que tout juste trois semaines après l'adoption par le Conseil "Consommateurs" d'une Résolution sur les priorités futures de cette politique pour les 5 années à venir, comprenant une liste de mesures concrètes concernant par exemple l'accès à la justice ou le développement des organisations de consommateurs, le Conseil budget décide de diminuer de moitié le projet de budget 1993 en : - supprimant la ligne budgétaire "action en faveur des consommateurs" et "accès à la justice" - réduisant la ligne budgétaire "Représentation" de moitié au détriment des subventions versées aux organisations de consommateurs et du fonctionnement du Conseil Consultatif des Consommateurs (CCC), - réduisant de 35 % la ligne "information des consommateurs et tests comparatifs" alors que toutes les enquêtes et la Résolution du Conseil révèlent que le développement de cette information est essentielle et urgent à la veille de l'ouverture du marché.
To great surprise, just three weeks after the adoption by the "Consumer Affairs" Council of a Resolution on priorities for the next five years, listing specific measures in such areas as consumer redress and the development of consumer organisations, the "Budget" Council has decided to halve the proposed budget for 1993 by: - deleting the budget line "Consumer policy initiatives and consumer redress", - halving the budget line "Representation", to the detriment of grants to consumer organisations and the functioning of the Consumers' Consultative Council (CCC), - reducing the budget line "Consumer information and comparative tests" by 35%, even though the Council Resolution and all the surveys performed emphasise the urgent need to develop such information in anticipation of the Single Market.

2. Le budget 1987 sera le premier budget insere dans le cadre des perspecitives financieres quadriennales (voir P 28), ce qui comporte un effort particulier d'organisation des depenses et d'assainissement de la situation budgetaire a terme: maitrise des charges budgetaires resultant de l'accumulation des stocks agricoles ainsi que du "poids du passe" relatif aux fonds structurels.
Consequently a very strict order of priority has had to be set for desirable activities. 2. The 1987 budget will be the first to be set in the context of the four-year financial perspective (see P-28). This means that a special effort has been made to organize expenditure with a view to eventually putting the Community budget back on a sound footing by bringing under control the burden of rising agricultural stocks and outstanding commitments under the structural funds.

Propositions de prix et mesures connexes L'analyse de la situation de l'agriculture pour la campagne de commercialisation 1990/91 et les perspectives de marché pour les prochaines années font clairement ressortir qu'après deux années d'amélioration et malgré les efforts considérables d'ajustement sur plusieurs années, les déséquilibres des marchés s'aggravent de nouveaux et que les perspectives relatives à l'avenir prévisible ne sont pas encourageantes. Cette nouvelle détérioration de la situation appelle une réforme en profondeur de la politique agricole commune en vue d'attaquer le mal à ses racines. Compte tenu du fait qu'une réforme approfondie d'un certain nombre d'organisations communes des marchés est nécessaire et que des propositions spécifiques seront faite cette année dans ce sens, la Commission aurait préféré à ce stade proposer simplement une reconduction des prix institutionnels actuels pour une année en attendant l'adoption et la mise en vigueur des mesures de réforme. Cependant, la détérioration considérable de la situation budgétaire pour 1991 et les perspectives d'aggravation pour 1992 obligent la Commission, dans l'intérêt de la discipline budgétaire, de compléter ses propositions de reconduction des prix pour la campagne de commercialisation 1991/1992 par certaines propositions particulières tentant à contenir les dépenses agricoles. a) Prix communs La Commission estime que pour la majorité des produits il est souhaitable de proposer de reconduire les prix de la campagne 1990/91 sous réserve évidemment des effets de l'application des mécanismes stabilisateurs.
- 4 - This situation gives a special significance to the rules on budgetary discipline (Council Decision 88/377/EEC of 24 June 1988. * * * 4. Price proposals and related measures The analysis of the agricultural situation in the 1990/91 marketing year and the market outlook for the coming years clearly indicate that, after two years of relief and despite considerable efforts of adjustment over a number of years, market imbalances are growing again and that prospects for the foreseeable future are not encouraging. This new deterioration in the situation calls for an in-depth reform of the Common Agricultural Policy in order to tackle the problems at their roots. Taking into account that in-depth reform of a number of common market organisation is needed and that specific proposals to do so will be presented this year, the Commission would have preferred, at this stage, to propose a simple roll-over of present institutional prices for one year until the reform measures have been adopted and come into effect. However, the considerable deterioration of the budgetary situation for 1991 and the worsening prospects for 1992 oblige the Commission, in the interests of budgetary discipline, to supplement its roll-over price proposals for the 1991/92 marketing year by a number of specific proposals designed to contain agricultural expenditure. a) Common prices The Commission considers that for the majority of products it is desirable to propose the continued application of 1990/91 prices subject, of course, to the effects of the application of the stabiliser mechanisms.
