Définition: Groupe hétérogène de troubles caractérisés par la survenue aiguë de symptômes psychotiques tels que des idées délirantes, des hallucinations, des perturbations des perceptions et par une désorganisation massive du comportement normal. Une survenue aiguë est définie comme étant l'apparition, allant crescendo, d'un tableau clinique manifestement pathologique, en deux semaines au plus. Ces troubles ne comportent aucun élément en faveur d'une étiologie organique. Ils s'accompagnent souvent d'une perplexité ou d'une hébétude, mais les perturbations de l'orientation dans le temps, dans l'espace, et quant à la personne, ne sont pas suffisamment persistantes ou graves pour répondre aux critères d'un delirium d'origine organique (F05.-). En général, ces troubles guérissent complètement en moins de quelques mois, souvent en quelques semaines ou jours. Le diagnostic doit être modifié si le trouble persiste. Le trouble peut être associé à un facteur aigu de stress, c'est-à-dire habituellement à des événements stressants survenus une ou deux semaines avant le début du trouble.
Definition: A heterogeneous group of disorders characterized by the acute onset of psychotic symptoms such as delusions, hallucinations, and perceptual disturbances, and by the severe disruption of ordinary behaviour. Acute onset is defined as a crescendo development of a clearly abnormal clinical picture in about two weeks or less. For these disorders there is no evidence of organic causation. Perplexity and puzzlement are often present but disorientation for time, place and person is not persistent or severe enough to justify a diagnosis of organically caused delirium (F05.-). Complete recovery usually occurs within a few months, often within a few weeks or even days. If the disorder persists, a change in classification will be necessary. The disorder may or may not be associated with acute stress, defined as usually stressful events preceding the onset by one to two weeks.

The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.

Whereas the Agreement on the European Economic Area (EEA Agreement) provides for greater co-operation in the social field between the European Community and its Member States, on the one hand, and the countries of the European Free Trade Association participating in the European Economic Area (EFTA/EEA), on the other.
