Le principe de subsidiarité implique que la Communauté doit agir seulement si et dans la mesure où les objectifs de l'action proposée ne peuvent pas être suffisamment réalisés par les États membres et peuvent donc, en raison de l'échelle ou des effets de l'action proposée, être mieux réalisés par la Communauté.
The subsidiarity principle implies that the Community is to take action only if and in so far as the objectives of the proposed action cannot be sufficiently achieved by the Member States and can therefore by reason of the scale or effects of the proposed action, be better achieved by the Community.

Les critères d'évaluation et d'octroi des subventions sont les suivants: conformité de l'action proposée avec le programme de travail annuel de la Commission, qualité de l'action proposée (conception, organisation et résultats attendus), montant du financement communautaire demandé et lien entre les résultats escomptés, les objectifs et les actions soutenues.
Projects are evaluated and awards made on the basis of: the conformity of the proposed action with the Commission's annual work programme, the quality of the proposed action (design, organisation and expected results), the amount of Community financing applied for and the link between the actions, the objectives and the expected results.

Par la suite, des initiatives ne seront proposées que si la rationalité économique d’une action a été démontrée, ce qui veut dire que les avantages attendus de l’action proposée devront être supérieurs aux coûts anticipés.

(Return tabled) Question No. 135 Ms. Alexa McDonough: With regard to the death of Canadian citizen Zahra Kazemi in Iran: (a) what specific actions, if any, have the Department of Foreign Affairs and International Trade, the Department of Citizenship and Immigration, the Department of Justice and the Prime Minister’s Office undertaken in Iran, at the United Nations and within other multilateral forums since the government was first notified of Ms. Kazemi’s arrest in Iran; and (b) what specific recommendations, if any, have the Prime Minister and Ministers of Foreign Affairs and International Trade, Citizenship and Immigration, and Justice received from departmental experts, with regard to proposed actions the government may take in Iran, at the United Nations, and within other multilateral forums to ensure (i) that a full and accountable investigation into Ms. Kazemi’s death took place, (ii) that the perpetrators were tried in a fair and transparent trial, and (iii) that her remains were returned to her family in Canada for a full forensic examination and burial?

2. Au titre du présent programme, l'aide financière accordée aux actions ou projets dans les quatre domaines spécifiques et actions clés visés à l'article 3 est établie en fonction de la valeur ajoutée communautaire de l'action proposée et dépend de son intérêt et de son incidence escomptée.
2. Under this programme, the financial assistance allocated to the actions or projects in the four specific fields and the key actions referred to in Article 3 shall be established on the basis of the Community added value of the action proposed and will depend on its benefit and expected impact.

(4) Les objectifs de l'action proposée, tels qu'esquissés ci-dessus, ne peuvent être réalisés de manière suffisante par les États membres dans la mesure où il s'agit d'établir une réglementation concernant l'implication des travailleurs applicable à la SE, et peuvent donc, en raison de l'échelle et de l'incidence de l'action proposée, être mieux réalisés au niveau communautaire. (4) Since the objectives of the proposed action, as outlined above, cannot be sufficiently achieved by the Member States, in that the object is to establish a set of rules on employee involvement applicable to the SE, and can therefore, by reason of the scale and impact of the proposed action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

- MEDICINAL PLANT PREPARATIONS "THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty establishing the European Community, Whereas, in its Resolution of 30 November 1995 on the integration of health protection requirements in Community policies, the Council considers that the Community must pay particular attention to the impact on health of action proposed in a number of areas, including free movement of goods; Whereas action to improve understanding of and address the effects on human health of the free movement of goods, in particular the free movement of medicinal products, should form part of the Community's overall strategy for action in the field of public health; Considering the wider use of medicinal plants in medical treatment in the European Union; Considering the growing use of medicinal plants in the European Union; Considering the impact of medicinal plant preparations on public health and the recommendations of the World Health Organization; Considering the heterogeneity of the commercial presentation of those preparations on the market; Whereas the safeguarding of public health must be a priority objective at Community level; Whereas it is also necessary to pay appropriate attention to conditions which will ensure that the development of industry and the free movement of such products within the European Union are not hindered; Considering the specific problems involved in checking raw materials and medicinal plant preparations from third countries in order to guarantee their quality; Whereas it is appropriate to take into account the special characteristics of such preparations; Whereas it is necessary to guarantee the protection of consumers' health throughout the whole process of manufacture, distribution and putting up for sale, CALLS ON the Commission, in close cooperation with the Member States, to study the situation that exists and, in particular: - whether there are public health concerns over medicinal plant preparations ...

La nouvelle gamme d'actions proposees exige la mise en oeuvre de methodes nouvelles, a la fois plus flexibles et mieux adaptees, dont certaines ont deja ete identifiees : - les entreprises communes, constituant une extension au traite CEE du systeme prevu dans le traite Euratom (JET, par exemple); - les programmes complementaires, etendant au traite CEE un instrument existant dans le cadre du traite Euratom et permettant une utilisation efficace de la participation a geometrie variable; - l'action concertee renforcee qui impliquera une intervention du budget communautaire au niveau de 10 a 20% du cout de l'action; - les actions integrees couvrant l'ensemble des activites developpees par les Etats membres dans un secteur de recherche donne. - 5 - - Les participations minoritaires de la Communaute a des actions ou des projets nationaux et multinationaux; - les prets a l'innovation (NIC IV, notamment); - certains instruments emanant de nouvelles initiatives de la Commission en matiere d'ingenierie financiere.
The new range of proposed actions calls for a set of new more flexible and better adapted procedures some of which are already identified: - Joint Undertakings, extending to the EEC Treaty the system laid down under the Euratom Treaty (ex. JET); - supplementary programmes, extending to the EEC Treaty an instrument already existing under the Euratom Treaty and effectively enabling variable geometry participation; - supported concerted action involving support from the Community budget amounting to 10-20% of the costs of the action; - integrated actions covering all of the activities developed in a given research sector by the Member States; - minority participation by the Community in national and multinational actions or projects; - innovation loans (ex. NIC IV); - certain facilities emanating from new Commission initiatives in financial engineering.
