31. rappelle que l'accord conclu avec Philip Morris mettant fin à tous les litiges entre les parties, par lequel Philip Morris s'est engagé à verser 1,25 milliard de dollars sur une période de 12 ans, et visant à lutter contre la fraude et le trafic illicite de cigarettes, était un grand pas en avant; relève que, en vertu de cet accord, Philip Morris renforcera ses capacités en matière de suivi et de contrôle de ses produits de manière à contribuer aux efforts répressifs dans le domaine de la lutte contre le commerce illicite; fait observer que, en vertu de cet accord, en cas de saisie de véritables cigarettes de la marque, Philip Morris doit effectuer un versement complémentaire pour les droits et taxes de douane dus pour ces cigarettes; invite le Royaume-Uni, seul État membre à n'avoir pas encore signé cet accord, à y adhérer; compte tenu de ses travaux sur la fraude dans l'UE, invite la Chambre des Lords à appuyer cette demande;

Recalls that the agreement with Philip Morris to end all litigation between parties, under which Philip Morris was committed to pay USD 1,25 billon over a period of 12 years, and which aimed at combating fraud and illicit cigarette trade, was a major step forward; notes that, under the agreement, Philip Morris will enhance the tracing and tracking of its products so as to assist law enforcement authorities in combating illegal trade; notes that, under the agreement, Philip Morris has to pay compensation for loss of duties in case of seizures of cigarettes bearing the Philip Morris trademark; calls on the UK government to join the agreement, the UK being the only Member State which has not signed it yet; in view of its work on fraud in the EU, invites the House of Lord to support this request;
