‘disposal facility’ means any facility or installation the primary purpose of which is radioactive waste disposal.

The Union should take all appropriate measures to prevent radioactive waste disposal in such areas.

(27a) The hazards of radioactive waste disposal were made evident by the Fukushima accident and similar accidents could occur in existing or future nuclear installations in areas of the Union and its neighbouring countries at high seismic and tsunami risk, such as in Akkuyu in Turkey.

Each Member State shall ensure the implementation of its national programme for the management of spent fuel and radioactive waste (‘national programme’), covering all types of spent fuel and radioactive waste under its jurisdiction and all stages of spent fuel and radioactive waste management from generation to disposal.

While radioactive waste should, as far as is compatible with the safe management of such material, be disposed of in the State in which it was generated it is recognized that Member States should promote agreements between themselves in order to facilitate the safe and efficient management of radioactive waste or spent fuel from Member States that produced it in small quantities and where the establishment of appropriate facilities would not be justified from a radiological point of view.
