When its accession treaty enters into force, Croatia will be assigned 12 seats in Parliament (it currently has 12 observers) under Article 19(1) of the Act of Accession, which also amends Article 2 of Protocol No 36, resulting in a temporary increase in the total number of seats to 766.

Calls on the EU and its Member States to address, in agreement with its partners, the institutional anomaly whereby the EU is a major contributor to the WB Trust Funds, in fact a bigger aid donor than any of its Member States, and its operational partnerships with the Bank in the European and African regions are important, yet it has not even observer status on the WB Executive Board (only on its ministerial policy committee); stresses the importance of the EU as a whole as the largest global donor and highlights the efforts made by the Union to coordinate, align and reduce the fragmentation of its aid programmes, most notably through the Paris Declaration on Aid Effectiveness and the European Consensus on Development; in the light of this, recognises the importance of pursuing efforts to achieve a seat as an observer on the Executive Board and aspiring to reform politically obsolete groupings of countries, by grouping EU Member States together under the same constituency; recalls that the same principle of pooling Member States together under an EU constituency should apply to the main Multilateral Development Banks, most notably the Asian Development Bank, the Inter-American Development Bank and the African Development Bank;

The aim of the Commission proposal is to improve road safety within the European Union. To this end, it provides for facilitating the enforcement of penalties on drivers committing an offence in a Member State other than that in which their vehicle is registered. Four road safety offences are covered in the Directive: speeding, driving under the influence of alcohol, failure to wear a seat belt and failure to observe red traffic lights.

MISCELLANEOUS DECISIONS (Adopted without debate) Development and implementation of the European Environment Agency - Council Conclusions "THE COUNCIL HAVING NOTED that Council Regulation (EEC) No 1210/90 of 7 May 1990 [6] makes provision in its Article 20 for a decision on further tasks for the Agency, based on a Report from the Commission, no later than two years after the entry into force of the Regulation; that, in accordance with Article 21, the Regulation came into force on 30 October 1993, the day following the decision of the competent authorities to locate the seat of the Agency in Copenhagen; HAVING FURTHER NOTED that the Agency started to operate only in mid-1994 with its full staff not in post until the end of 1995 and that it would be desirable to allow the Agency at least two fully operational years before a decision is made on the assignment of further tasks to it; RECALLING that Articles 2 and 4 of the Regulation provide for the building of a network of organizations in its member countries which can contribute to the completion of the tasks of the Agency; FURTHER RECALLING that Article 19 of the Regulation opens the Agency to countries which are not members of the European Communities which conclude an agreement with the Community following the procedure in Article 228 of the Treaty, 1.
