As a result of this situation, and despite the significant share (26 %) of international trade (imports and exports) in business-related services held by European services compared to US services (18 %), in absolute terms the overall net US balance is double the EU one (35 billion versus 17 billion) and is clearly better in terms of the imports/exports cover rates: 124% of surplus versus 108%.

Notes with concern that translation costs vary enormously from one Union institution to another; asks consequently that the Interinstitutional Working Group on Translation determine the causes of these disparities and put forward solutions with a view to ending the inequality and harmonising translation costs, without in any way impairing quality and linguistic diversity; notes, with this in mind, that the working group should relaunch interinstitutional collaboration in order to share best practices and outcomes and determine those areas in which interinstitutional cooperation or agreements could be strengthened; notes that the working group should also aim to establish a unified methodology, common to all the institutions, for the presentation of translation costs in order to simplify cost analysis and comparison; notes that the working group should present the results of this work before the end of 2015; calls on all the institutions to play an active part in the proceedings of the Interinstitutional Working Group; points to the fundamental importance of preserving multilingualism in the Union institutions in order to ensure that all Union citizens can enjoy equal treatment and equal opportunities;
12. stelt tot zijn bezorgdheid vast dat er enorme verschillen bestaan tussen de vertaalkosten van de verschillende EU-instellingen; vraagt daarom dat de interinstitutionele werkgroep vertaling de oorzaken van deze verschillen identificeert en oplossingen voorstelt om dit onevenwicht te beëindigen en te zorgen voor de harmonisatie van de vertaalkosten en de optimale eerbiediging van de kwaliteit en de taalkundige verscheidenheid; merkt in dit verband op dat de werkgroep de samenwerking tussen de instellingen opnieuw moet opstarten, om de beste handelswijzen en resultaten uit te wisselen en de gebieden te identificeren waarop de samenwerking of de akkoorden tussen de instellingen kunnen worden versterkt; merkt op dat de werkgroep zich eveneens tot doel moet stellen een uniforme methode voor de presentatie van de vertaalkosten te ontwikkelen voor alle instellingen om de analyse en vergelijking van de kosten te vereenvoudigen; wijst erop dat de werkgroep deze resultaten vóór eind 2015 moet presenteren; vraagt aan alle instellingen actief deel te nemen aan de werkzaamheden van de interinstitutionele werkgroep; herinnert in deze context aan het wezenlijke belang van de eerbiediging van de meertaligheid in de EU-instellingen om de gelijke behandeling van alle burgers van de Unie te waarborgen en te zorgen voor gelijke kansen;

Stresses that pursuant to the agreement reached by the Bureau and the Committee on Budgets at the Conciliation meeting of 13 March 2013, the overall level of the draft estimates for 2014 is set at EUR 1 808 144 206 (corresponding to a rate of net increase of 3,29 % over the 2013 budget), of which some 2,20 % accounts for compulsory expenditure linked to the election of a new Parliament, 1,30 % accounts for other legal obligations, 0,78 % accounts for the accession of Croatia while inflation accounts for some 1,9 % of the increase, resulting in the real decrease of Parliament's budget of 2,89 % from the 2013 level; calls, however, for further savings and redeployments via structural reforms to be sought during the Parliament's reading in autumn 2013 in the course of the 2014 budgetary procedure and in the following years; recalls, in that regard, the measures identified by the Joint Bureau and Committee on Budgets Working Group to be further explored in order to generate substantial organisational savings, such as the scope for inter-institutional cooperation arrangements between Parliament, the European Economic and Social Committee and the Committee of the Regions;
