In order to confront the problem of access for blind and print disabled persons to books and other printed products, the World Blind Union and the European Blind Union have proposed an internationally binding treaty at the World Intellectual Property Organisation (WIPO) to establish a targeted exception to copyright.

A. whereas blind and visually impaired people in the European Union have severely restricted access to books and other printed products because 95% of all published works are never converted to ‘accessible formats’ such as Braille, large print or audio;

A new paragraph should be added to Article 56 of the Directive which would fall between point 38 and 39 of the COM doc. This can and does lead to patients endangering their health through wrongly taking medication. With a rapidly ageing population, age-related sight loss is an increasing problem. While Braille is understood by many lifelong blind people and is a vital lifeline for deaf-blind people, those who develop blindness and sight loss later in life do not tend to understand it. The use of Braille should therefore be coupled with the use of large print.

Specific measures for disabled users could include, as appropriate, making available accessible public telephones, public text telephones or equivalent measures for deaf or speech-impaired people, providing services such as directory enquiry services or equivalent measures free of charge for blind or partially sighted people, and providing itemised bills in alternative format on request for blind or partially sighted people.
