Member States shall put in place the necessary technical means allowing them to process electronically signed documents that service providers submit in the context of completing procedures and formalities through the Points of Single Contact as foreseen by Article 8 of Directive 2006/123/EC, and which are signed by competent authorities of other Member States with an XML, a CMS or a PDF advanced electronic signature at any conformance level or using an associated signature container at basic level provided these comply with the technical specifications listed in the Annex’.

Moreover, it is necessary to keep up-to-date a number of non-essential elements of this Directive, namely the list of international conventions laying down safety requirements for marine equipment contained in Article 2(3) and the references to specific standards contained in Annex III. The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should therefore be delegated to the Commission in respect of the adoption, on an interim basis, of harmonised technical specifications and testing standards and in order to amend the said lists and references.
Daarnaast dient een aantal niet-essentiële elementen van deze richtlijn regelmatig te worden bijgewerkt, met name de lijst met de in artikel 2, lid 3, genoemde internationale verdragen waarin veiligheidsvereisten voor uitrusting van zeeschepen zijn vastgelegd en de verwijzingen naar specifieke normen in bijlage III.
