The EU was represented by the President of the European Commission Jean-Claude Juncker and the President of the Council of the EU Donald Tusk, joined by the High Representative of the EU for Foreign Affairs and Security Policy Vice-President of the European Commission Federica Mogherini, Vice-President responsible for the EU's Digital Single Market Andrus Ansip and Commissioner for International Cooperation and Development Neven Mimica.

Following the decision of former Vice-President Kristalina Georgieva to resign from the European Commission, Commissioner Günther H. Oettinger became on 1 January 2017 the Commissioner responsible for Budget and Human Resources, while President Juncker temporarily assigned the Digital Economy and Society portfolio to Vice-President Andrus Ansip.

In line with the Interinstitutional Framework Agreement on relations between the European Parliament and the European Commission, President Juncker has informed Martin Schulz, President of the European Parliament, of Lord Hill's resignation and of his intention to transfer the portfolio to Vice-President Dombrovskis in order to allow for the relevant parliamentary consultation to take place (paragraph 7 of the Interinstitutional Framework Agreement).

The Vice President shall be elected for a two–year term, and no one may serve for more than two consecutive terms. In case the Vice President withdraws before the end of the term, a new Vice President shall be elected by the General Assembly.
