* The relevance of non-formal learning should be enhanced by supporting the providers and by improving their position within the learning system; the financial support for youth initiatives, youth organisations and other forms of non-formal learning should be improved.

The Commission will: (19) Promote, in accordance with the domestic and EU rules applicable, the exchange of operational information and practical know-how and experience on the prevention of violent and racist incidents between law enforcement services and with sport organisations; (20) Analyse possibilities for new legal instruments and other EU-wide standards to prevent public disorder at sport events; (21) Promote a multidisciplinary approach to preventing anti-social behaviour, with a special focus given to socio-educational actions such as fan-coaching (long-term work with supporters to develop a positive and non-violent attitude); (22) Strengthen regular and structured cooperation among law enforcement services, sport organisations and other stakeholders; (23) Encourage the use of the following programmes to contribute to the prevention of and fight against violence and racism in sport: Youth in Action, Europe for Citizens, DAPHNE III, Fundamental Rights and Citizenship and Prevention and Fight against Crime; (24) Organise a high level conference to discuss measures to prevent and fight violence and racism at sport events with stakeholders.

Believes that non-formal education, particularly as developed in youth organisations, fosters creativity, a sense of initiative and self-responsibility, and can increase young people’s chances on the labour market and positively contribute to the success of VET; calls, henceforth, on the Member States to implement the 2012 Council Recommendation on the validation of non-formal and informal learning as a means to recognise competences acquired through non-formal education, particularly in the volunteer and youth sector, and support the implementation of lifelong learning policies;

Regrets that the contribution to the Youth on the Move Flagship Initiative is slightly reduced compared to last year; highlights in this context the added value of the Lifelong Learning, Erasmus and Erasmus Mundus programmes, which, against a modest financial backdrop, yield great returns in terms of effective implementation and positive image of the Union vis-à-vis its citizens; recalls that in many Member States young people are being significantly hit by the economic and financial crisis and that in this context adequate funding and targeting of educational and mobility schemes and lifelong learning programmes are significant in modernising education and training systems and raising the levels of skills, mobility and adaptability of young people, thereby contributing overall to an innovative, knowledge-based, smart and inclusive Europe; to this end strongly supports the promotion of equal opportunities in order to enable young people, whatever their educational background, to benefit from the EU’s various youth programmes and policies; opposes, therefore, the proposed reduction by EUR 10,2 million as compared to the 2012 budget for the Lifelong Learning Programme and, in line with its established position in the last budgetary procedures and the excellent performance rates of this programme, intends to reinforce the commitment appropriations for the corresponding budget line;

10. Reiterates that equal access to quality education should be a priority under a European strategy on the Roma; urges the Commission to redouble its efforts to fund and support actions in the Member States which aim to integrate Romani children into mainstream education from early age; urges the Commission to support programmes fostering positive action for Roma in the fields of secondary and higher education; urges the Commission to support other programmes providing positive and successful models of desegregation; urges the Commission to establish particular funds to support (i) the pre-school education of Roma, (ii) desegregation of Romani classrooms/institutions in elementary education, (iii) monitoring and reforming the practice of illegal treatment of Romani children in institutions for the mentally disabled, (iv) education in the Romani language, (v) access by Romani youth to higher education, (vi) university support for Roma and (vii) the inclusion of sufficient information in Holocaust education programming about the persecution of Roma during World War II;
10. herhaalt dat niet-discriminatoire toegang tot kwaliteitsonderwijs een van de prioriteiten zou moeten vormen van de Europese strategie voor de integratie van Roma; dringt er bij de Commissie op aan een verdubbelde inspanning te leveren inzake de financiering en ondersteuning van acties in de lidstaten die erop gericht zijn Roma-kinderen reeds op jonge leeftijd in het reguliere onderwijs te integreren; verzoekt de Commissie steun te verlenen aan programma's ter bevordering van positieve actie ten voordele van de Roma op het vlak van middelbaar en hoger onderwijs; verzoekt de Commissie eveneens steun te verlenen aan andere programma's die positieve en doeltreffende vormen van desegregatie aanbieden; dringt erop aan dat de Commissie speciale fondsen opricht voor (i) de begeleiding van Roma-kinderen onder de schoolleeftijd, (ii) de desegregatie van Roma-klassen/scholen in het basisonderwijs, (iii) het opsporen en afschaffen van de illegale behandeling van Roma-kinderen in instellingen voor geestelijk gehandicapten, (iv) onderwijs in het Romani (de taal van de Roma), (v) toegang voor Roma-jongeren tot hoger onderwijs, (vi) universitaire steun aan de Roma en (vii) het opnemen van voldoende informatie over de vervolging van de Roma tijdens de Tweede Wereldoorlog in onderwijsprogramma's betreffende de Holocaust;

The majority of youth organisations indicate a positive contribution of YiA to the development of the quality support systems for youth activities and the capabilities of civil society organisations as well as to the promotion of European cooperation in the youth field.

All of these specific actions have received constant support from the European Parliament and the Council of Ministers, either when the programmes were being adopted or in the form of resolutions relating inter alia to the participation of young people or their social inclusion and, later, to young people's sense of initiative. The Committee of the Regions and the Economic and Social Committee have regularly issued positive and encouraging opinions on various aspects of youth.
