considers that, in order to reach a consensus among all stakeholders on the proper approach, an open and systematic dialogue is to be held with the national associations of local and regional authorities; praises the efforts that have recently been made to unite the local and regional authorities of Moldova in one single apolitical national association which would represent local and regional communities vis-à-vis the central authorities; urges the authorities of the Republic of Moldova to consider granting local and regional authorities the right of legislative initiative; recommends that efforts to reform the central public administration be harnessed to efforts to reform local and regional authorities; this would be an appropriate time to decide which competences should remain in the hands of the central government and which, flanked by the necessary funding, can be delegated or, insofar as administrative capacities permit, transferred to the local and regional authorities;
Om met alle betrokken partijen overeenstemming te bereiken over het te volgen traject, moet er binnenkort een open en structurele dialoog worden gevoerd met de nationale verenigingen van lokale en regionale overheden. Het Comité verwelkomt de recente inspanningen om de lokale en regionale overheden in Moldavië te verenigen in één nationale organisatie zonder politieke kleur die in de contacten met de centrale overheid als spreekbuis van de steden en gemeenten fungeert. Het dringt er bij de centrale overheid op aan om te onderzoeken in hoeverre aan lokale en regionale overheden het recht kan worden toegekend om wetsvoorstellen in te dienen. De hervorming van het landsbestuur en die van de lokale en regionale overheden zouden op elkaar moeten worden afgestemd. Dit is immers een goede gelegenheid om te bepalen welke bevoegdheden in handen moeten blijven van de centrale regering en welke, met financiële dekking, aan de lokale en regionale overheden kunnen worden gedelegeerd of, bij voldoende bestuurscapaciteit, zelfs helemaal kunnen worden overgedragen.

Hungary must continue its efforts to set up regional control units, to consolidate the control units set up in responsible ministries and to clarify the division of tasks between the responsible ministries, local governments, the government's control office and the public treasury in the field of ex-ante controls and financial monitoring.

(2a) The Regional Advisory Councils will be supported by subcommittees corresponding to the geographical sub-units, whose role will be to make technical recommendations to the Regional Advisory Councils and which will have to have the resources necessary to perform this role.

(2a) The Regional Advisory Councils will be supported by subcommittees corresponding to the geographical sub-units whose role will be to propose technical recommendations to the Regional Advisory Councils and which will have to have the necessary resources to perform this role.
