TRADUCTIONS EN CONTEXTE

14. Is of the opinion that the new rules should not have a restrictive impact on investment in and growth of regions as they move from the less developed to the more developed category; is aware that certain regions eligible for State aid under the current system might not meet the zoning criteria of the RAG in the future period and might face exclusion from the zoning scheme; believes that those regions should have a special safety regime, similar to that for transition regions under Cohesion Policy, which would provide for more consistency between the Cohesion Policy regulations 2014 - 2020 and competition rules and would allow Member States to cope with their new situation; in this regard proposes that the regions considered as ‘a’ regions in the period 2007 - 2013 should have the predefined status of ‘c’ regions for the period 2014-2020; asks the Commission to ensure the possibility of increasing the maximum aid intensity in former ‘a’ regions including the statistical effect regions, and in “c”‘’ regions, accordingly;
14. is van mening dat de nieuwe regels geen restrictieve gevolgen mogen hebben voor de investeringen in en de groei van regio's wanneer die van de categorie van de minder ontwikkelde regio's naar die van de meer ontwikkelde regio's promoveren; beseft dat bepaalde regio's die in het huidige systeem voor staatssteun in aanmerking komen in de toekomst misschien niet aan de zoneringscriteria van de richtsnoeren inzake regionale steunmaatregelen zullen voldoen en misschien van de zoneringsregeling zullen worden uitgesloten; meent dat er voor deze regio's een speciaal veiligheidsstelsel moet komen dat vergelijkbaar is met dat voor de overgangsregio's in het cohesiebeleid, wat zou zorgen voor meer coherentie tussen de verordeningen inzake het cohesiebeleid 2014-2020 en de mededingingsregels en de lidstaten in staat zou stellen zich aan hun nieuwe situatie aan te passen; stelt in dit verband voor dat de regio's die in de periode 2007-2013 als "a"-gebieden zijn beschouwd, voor de periode 2014-2020 de vooraf vastgestelde status van "c"-gebieden krijgen; vraagt de Commissie dat zij ervoor zorgt dat de maximale steunintensiteit in voormalige "a"-gebieden, met inbegrip van de "statistisch-effectregio's en in "c"-gebieden dienovereenkomstig wordt opgetrokken;

In due course the Commission will prepare draft negotiating directives, on the basis of these guidelines, so that negotiations can then begin with all the countries concerned which accept this broad approach and meet the requisite conditions; - calls on the Presidency to promote the policy of moderation as regards arms exports to the former Yugoslavia, which is the subject of the common position adopted by the Council on the establishment of a stable military balance based on the lowest possible level of arms; - calls on the Presidency and the Commission to initiate contacts with all participants, on the basis of the platform for the development of the process of stability and good-neighbourly relations in South Eastern Europe, in preparation for the holding of an "identification meeting", and to submit a report to the next Council meeting; - has decided that a joint mission will be undertaken by the European Special Envoy and the Presidency's Coordinator for Mostar, with the aim of studying the recommendations of the European Administrator on the future of the Administration of Mostar.
Te gelegener tijd zal de Commissie op basis van deze richtsnoeren ontwerp-richtlijnen opstellen zodat met alle betrokken landen die deze algemene aanpak aanvaarden en aan de nodige voorwaarden voldoen, onderhandelingen kunnen worden begonnen ; - het Voorzitterschap het matigingsbeleid betreffende de wapenuitvoer naar voormalig Joegoslavie te bevorderen ; de Raad heeft daarover een gemeenschappelijk standpunt aangenomen dat strekt tot de vestiging van een stabiel militair evenwicht op een zo laag mogelijk niveau van bewapening ; - het Voorzitterschap en de Commissie om op basis van het programma voor de ontwikkeling van het proces van stabiliteit en goed nabuurschap in Zuid-Oost-Europa contact op te nemen met alle deelnemers om een "identificatievergadering" voor te bereiden en op de volgende zitting van de Raad verslag uit te brengen ; besluit de Raad - dat er een gezamenlijke missie van de speciale Europese Gezant en van de coordinator van het Voorzitterschap voor Mostar zal worden ondernomen met als doel de aanbevelingen van de Europese administrateur voor wat betreft de toekomst van het bestuur van Mostar te bestuderen.
