Definition: A group of disorders in which anxiety is evoked only, or predominantly, in certain well-defined situations that are not currently dangerous. As a result these situations are characteristically avoided or endured with dread. The patient's concern may be focused on individual symptoms like palpitations or feeling faint and is often associated with secondary fears of dying, losing control, or going mad. Contemplating entry to the phobic situation usually generates anticipatory anxiety. Phobic anxiety and depression often coexist. Whether two diagnoses, phobic anxiety and depressive episode, are needed, or only one, is determined by the time course of the two conditions and by therapeutic considerations at the time of consultation.

Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. In the case of Egypt, Baroness Ashton, one thing is clear today: if we do not manage to support the Egyptians in the liberation process, the peoples of the Middle East, the Arab peoples will once again turn their backs on us, at a time when we have an extraordinary situation on our hands, a situation that you also failed to mention, Mr Verhofstadt: in Gaza, a demonstration has been held to support the Egyptians, and Hamas has prohibited that demonstration. That is proof that the wind of freedom is now blowing against the theocracies in the Middle East and in the Arab countries, too, and that it is our job to help them.

The motion for a resolution presented by our group together with the Union for Europe of the Nations Group has the following in its favour. The political situation in Uzbekistan is by no means satisfactory. The human rights situation continues to be alarming in many respects. Yet some progress is being made in spite of everything. For example, the first round of the human rights dialogue between the European Union and Uzbekistan took place in Tashkent on 8 and 9 May of this year. Any resolution by the European Parliament must illuminate the current situation, and the present resolution can only be based on this.
Wat onze resolutie samen met de UEN-Fractie betreft, zijn er de volgende punten:de politieke situatie in Oezbekistan is geenszins bevredigend.De mensenrechtensituatie is zoals voorheen in vele aspecten zorgwekkend.Er is desondanks vooruitgang.Zo heeft bijvoorbeeld op 8 en 9 mei 2007 in Taschkent een eerste ronde van de mensenrechtendialoog tussen de Europese Unie en Oezbekistan plaatsgevonden.Een resolutie van het Europees Parlement moet de huidige situatie belichten en slechts daarop kan deze resolutie gebaseerd zijn.

This process should be pursued by future presidencies. The objective is not to label or classify countries, but to tailor their instruments and responses to specific situations. In these situations of fragility, there are major obstacles to poverty reduction. Institutional capabilities in such situations are very limited, with states unable to assume the functions of governance, or with the consequences of natural disasters, violent conflict, or a lack of political will on the part of the government regarding development objectives. In extreme cases, these situations can have an impact beyond the country’s borders, affecting regional stability or even global security.

To conclude, in relation to the situation of the two members of parliament and the NGOs, we call for a letter from our President; as regards the situation in Belarus, we call for a new debate, perhaps in a forthcoming plenary session, so as to put greater pressure on both the Council and the Commission. On this matter, therefore, we agree with the proposal to keep the situation in Syria among the urgent subjects for debate.

The Rapid Reaction Mechanism may be triggered when in the beneficiary countries concerned there occur situations of crisis or emerging crisis, situations posing a threat to law and order, the security and safety of individuals, situations threatening to escalate into armed conflict or to destabilise the country and where such situations are likely to jeopardise the beneficial effects of assistance and cooperation policies and programmes, their effectiveness and/or conditions for their proper implementation.
