The communication follows the commitment made in President Juncker’s political guidelines and the European Council conclusions of 26 and 27 June 2014, in which it reaffirmed the need to respect the SGP, while making the most of the flexibility introduced into the SGP’s existing rules, which were reformed in 2005 and 2011.

To achieve this, the Europe 2020 and Stability and Growth Pact (SGP) reporting and evaluation will be done simultaneously to bring the means and the aims together, while keeping the instruments and procedures separate and maintaining the integrity of the SGP.

Insists that the focus on structural deficits since the 2005 reform of the SGP, together with the introduction of an expenditure rule with the 2011 reform as well as the concept of output gap which is difficult to quantify, create uncertainty, complexity and margins for flexibility and thus the discretionary implementation of the SGP; fears that the calculation of potential growth and output, which underpins the assessment of structural deficits, and that of the expenditure rule, are subject to several questionable assumptions which lead to substantial revisions between the Commission's autumn and spring forecasts, thereby leading to various calculations and diverging assessments as regards the implementation of the SGP;

In respect of the corrective part of the SGP, sanctions for Member States whose currency is the euro should take the form of an obligation to lodge a non-interest-bearing deposit linked to a Council decision establishing the existence of an excessive deficit if an interest-bearing deposit has already been imposed on the Member State concerned in the preventive part of the SGP or in cases of particularly serious non-compliance with the budgetary policy obligations laid down in the SGP, or the obligation to pay a fine in the event of non-compliance with a Council recommendation to correct an excessive government deficit.
Met betrekking tot het corrigerende deel van het SGP moeten sancties voor de lidstaten die de euro als munt hebben, de vorm aannemen van een verplichte storting van een niet-rentedragend deposito ingevolge een besluit van de Raad, waarbij wordt vastgesteld dat er een buitensporig tekort bestaat, indien reeds aan de betrokken lidstaat in het kader van het preventieve deel van het SGP een rentedragend deposito is opgelegd, of in gevallen van bijzonder ernstige niet-naleving van de in het SGP vastgelegde verplichtingen inzake begrotingsbeleid, of de verplichte betaling van een boete wanneer geen gevolg wordt gegeven aan een aanbeveling van de Raad om een buitensporig overheidstekort te corrigeren.

Points out that the anti-cyclical effects of the SGP can only work if the Member States effectively achieve a budgetary surplus in good times; calls, in this connection, for the better implementation of the preventive arm or the SGP as well; calls for a shift from the ‘spend first, repay later’ attitude to a ‘save for a possible future emergency’ principle; recalls that the SGP requires the Member States to achieve a budget that is balanced or in surplus over the medium term, meaning that a deficit of 3% is not an aim, but the absolute limit allowed for, even under the revised Pact;

Notes that the main elements of the SGP must also be consistently adhered to in the future, because the thresholds of 3 % government deficit and 60 % government debt to gross domestic product were specified on the basis of the economic conditions of the 1990s; is of the opinion that the SGP must be adhered to strictly by the Member States and supervised by the Commission; is of the opinion that both debt targets should be treated as ceilings to be avoided; notes that an effective coordination of economic and financial policy is a precondition for the economic success of the EMU, although such coordination should respect the principle of subsidiarity; calls on the Commission to examine all possible ways in which the preventive arm of the SGP could be strengthened; stresses that existing supervisory instruments must be used better by the Commission and that the medium-term examination of national budgets by the Eurogroup must be strengthened;
