Building on the 2013 ERA Progress Report, the present report summarises progress made towards completing ERA and the accompanying staff working document Facts and Figures (hereafter 'Facts and Figures') provide a more detailed analysis.

Takes note of the fact that demographic developments in Europe will give rise to continuing growth in health tourism and in spa tourism in particular; calls on the Commission, in view of the fact that there are a variety of Community rules covering spa-tourism issues, to consider the possibility of tabling a single legislative proposal on spa tourism in order to give the sector a controlled organic structure, encouraging its competitiveness and specifying immediately that spa companies operating in the Member States, as providers of health services, are excluded from the scope of Directive 2006/123/EC; stresses the relevance of the new legislation on cross-border healthcare and considers that these must be enforced in strict compliance with the criteria and conditions imposed by the new legislative framework, in order to ensure fully satisfactory implementation;

Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed conflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;

The Commission also explicitly recognised that "making growth and jobs the immediate target goes hand in hand with promoting social or environmental objectives" and announced the preparation of a European Agenda 21 for tourism drawing on the results of the work of the Tourism Sustainability Group[2] (TSG) presented in the report “ Action for more sustainable European tourism ”[3] published in February 2007.

In order to strengthen the collaboration with and among Member States, their current annual reporting through the Tourism Advisory Committee (TAC)[23] will be used to facilitate the exchange and the dissemination of information also about how their policies and actions safeguard the sustainability of tourism.
Ter versterking van de samenwerking met lidstaten en tussen lidstaten onderling zullen hun via het Raadgevend Comité inzake toerisme ingediende jaarlijkse verslagen[23] worden gebruikt om de uitwisseling en verspreiding van informatie te bevorderen, mede om na te gaan in hoeverre hun beleid en maatregelen de duurzame ontwikkeling van het toerisme waarborgen.
