The reform of the CAP in 2003 was the start of permanent changes that will have drastic repercussions on agricultural structures in the medium to long term.

The purpose of cooperation in this area shall be the pursuit of agrarian reform and the reform of agricultural structures, the modernisation, privatisation and restructuring of agriculture, stock farming and the agro-industrial and services sectors in the Republic of Tajikistan, and the development of domestic and foreign markets for Tajik products, in conditions that ensure the protection of the environment, taking into account the necessity to improve security of food supply and to develop agri-business and the processing and distribution of agricultural products.
De samenwerking op dit terrein is gericht op de hervorming van de landbouw en de landbouwstructuren, de modernisering, de ziektebestrijding, de privatisering en de herstructurering van de landbouwsector, van de veeteelt, van de agro-industriële sector en van de betrokken dienstensector in de Republiek Tadzjikistan, en het vergroten van de binnenlandse en buitenlandse afzet voor Tadzjiekse producten, onder voorwaarden die de bescherming van het milieu waarborgen en met inachtneming van de noodzaak de continuïteit van de voedselvoorziening evenals de ontwikkeling van de landbouwindustrie en de verwerking en distributie van landbouwproducten te verbeteren.

Expects from the Member States, as well as the ten candidate countries, the necessary flexibility, in particular in the area of agriculture; considers that, in view of the substantial structural differences not only between the candidate countries and the Member States, but also between the candidate countries themselves, support for farms and the rural infrastructure must be further simplified as a matter of urgency; expects all the candidate countries to be involved as soon as possible, on a consultative basis, in the process of reforming the common agricultural policy, so as to create the preconditions for speedy integration into an enlarged Union, although agricultural reforms should not constitute an obstacle to the conclusion of the current enlargement negotiations, any more than, conversely, enlargement should hinder agricultural reforms; emphasises the principle of solidarity between Member States, meaning, also, that the financial impact of enlargement has to be distributed in an equitable way between the current Member States;
4. verwacht van de lidstaten én van de tien kandidaat-landen dat zij de nodige flexibiliteit aan de dag leggen, met name op landbouwgebied; acht het dringend noodzakelijk dat, gezien de grote structurele verschillen tussen de kandidaat-landen en de lidstaten, maar ook tussen de kandidaat-landen zelf, de maatregelen ter bevordering van bedrijven en van de plattelandsinfrastructuur worden vereenvoudigd; wenst dat alle kandidaat-landen zo vroeg mogelijk betrokken worden bij het proces van hervorming van het gemeenschappelijk landbouwbeleid en hun advies terzake kunnen geven, teneinde de voorwaarden te scheppen voor een snelle integratie in een uitgebreide Unie, waarbij de landbouwhervorming evenwel net zomin een obstakel mag zijn voor de afsluiting van de toetredingsonderhandelingen, als de uitbreiding een obstakel mag zijn voor de landbouwhervorming; legt de nadruk op het beginsel van solidariteit tussen de EU-lidstaten, dat ook inhoudt dat de financiële lasten van de uitbreiding gelijkelijk over de huidige lidstaten moeten worden verdeeld;

(4) Whereas measures designed to support the improvement of agricultural structures were introduced into the common agricultural policy as early as 1972; whereas for almost two decades, attempts have been made to integrate agricultural structural policy into the wider economic and social context of rural areas; whereas the 1992 policy reform stressed the environmental dimension of agriculture as the largest land user;
(4) Overwegende dat al in 1972 in het gemeenschappelijk landbouwbeleid maatregelen zijn opgenomen die erop waren gericht de verbetering van de landbouwstructuur te ondersteunen; dat gedurende bijna twee decennia pogingen in het werk zijn gesteld om het landbouwstructuurbeleid te integreren in de ruimere economische en sociale context van de plattelandsgebieden; dat bij de beleidshervorming van 1992 de nadruk is gelegd op de milieudimensie van de landbouw als grootste grondgebruiker;

They help promote the adaptation of agricultural structures as part of the reform of the common agricultural policy designed to encourage a multifunctional agriculture and seek to diversify economic activities in rural areas.
Deze maatregelen zijn mede een stimulans voor aanpassing van de landbouwstruc tuur in het kader van de hervorming van het Gemeenschappelijk landbouwbeleid in de zin dat ze een multifunctionele landbouw bevorderen. Tevens hebben ze tot doel de economische activiteit in de plattelandsgebieden te diversifiëren.

(a) strengthening and re-organizing agricultural structures, including those for the marketing and processing of agricultural and fishery products, including forestry products, especially with a view to reform of the common agricultural policy;
