Highlights the need for better social security and health care systems and the need to promote social insurance for the self-employed; calls on the Member States to link social security and social protection rights to the individual rather than to work contracts, thereby guaranteeing a decent level of social protection for all, including the self-employed and any spouses or partners who participate in the activities of self-employed and other workers, irrespective of their contract type or employment status;

Calls on the Commission to propose an ambitious revision of Directive 2010/41/EU on the application of the principle of equal treatment between men and women engaged in an activity in a self-employed capacity in order to guarantee higher standards for minimum maternity, paternity, adoption, care and filial leave rights, and to make the Member States responsible for ensuring that self-employed workers are entitled to these leave rights under their social security systems; calls on the Council to adopt a common position on the proposed revision, approved by Parliament, of Council Directive 92/85/EEC on the introduction of measures to encourage improvements in the safety and health at work of pregnant workers and workers who have recently given birth or are breastfeeding; recalls that the proposal adopted by Parliament contains important measures in this area that promote work-life balance for men and women;

This requires research into socio-economic factors and cultural values, behavioural and social models, attitudes and aspirations in relation to personalised health technologies, mobile and/or portable tools, new diagnostics, sensors and devices for monitoring and personalised services including but not limited to nanomedicine-based tools which promote a healthy lifestyle, well-being, mental health, self-care, improved citizen/healthcare professional interaction, personalised programmes for disease and disability management to, inter alia, enhance patients' autonomy, as well as support for knowledge infrastructures.

This joint action should capitalise on the research and innovation projects listed below, foster their implementation in clinical practice, and make use of their results and outcomes: ‘Clinical decision making and outcome in routine care for people with severe mental illness’ (CEDAR) (34), ‘Children of Prisoners, Interventions Mitigations to Strengthen Mental Health’ (COPING) (35), ‘European Network of Bipolar Research Expert Centres’ (ENBREC), ‘Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation’ (MentDis_ICF65+) (36), ‘Financing systems’ effects on the Quality of Mental health care in Europe’ (REFINEMENT), ‘A Roadmap for Mental Health Research in Europe’ (ROAMER), ‘Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours’ (SEYLE) (37), ‘Tailored implementation for chronic diseases’ (TICD) and ‘Work Together to Stop Truancy Among Youth’ (WE-STAY).
