1. In order to promote the harmonious, balanced and sustainable development of the Union, a Common Strategic Framework ('CSF') is hereby established, as set out in Annex I. The CSF establishes strategic guiding principles to facilitate the programming process and the sectoral and territorial coordination of Union intervention under the ESI Funds and with other relevant Union policies and instruments, in line with the targets and objectives of the Union strategy for smart, sustainable and inclusive growth, taking into account the key territorial challenges of the various types of territories.
1. Om een harmonieuze, evenwichtige en duurzame ontwikkeling van de Unie te bevorderen, wordt een gemeenschappelijk strategisch kader (GSK) vastgesteld. Welcomes the conclusions of the Málaga informal ministerial meeting of March 2010 and considers that multi-level governance is a precondition for achieving territorial cohesion in Europe; calls for this principle to be made compulsory for Member States in policy areas with a strong territorial impact in order to ensure balanced territorial development in line with the subsidiarity principle; points out that such a provision should in no way lead to more burdensome procedures;

Member States shall take the necessary steps to ensure that the provisions of occupational social security schemes for self-employed persons contrary to the principle of equal treatment are revised with effect from 1 January 1993 at the latest or for Member States whose accession took place after that date, at the date that Directive 86/378/EEC became applicable in their territory.

However, the principle of treating certain facts or events occurring in the territory of another Member State as if they had taken place in the territory of the Member State whose legislation is applicable should not interfere with the principle of aggregating periods of insurance, employment, self-employment or residence completed under the legislation of another Member State with those completed under the legislation of the competent Member State.

Whereas certain territories forming part of the Community customs territory are regarded as third territories for the purposes of applying the common system of value added tax; whereas value added tax is therefore applied to trade between the Member States and those territories according to the same principles as apply to any operation between the Community and third countries; whereas it is necessary to ensure that such trade is subject to fiscal provisions equivalent to those which would be applied to operations carried out under the same conditions with territories which are not part of the Community customs territory; whereas as a result of these provisions the Seventeenth Council Directive 85/362/EEC of 16 July 1985 on the harmonization of the laws of the Member States relating to turnover taxes - Exemption from value added tax on the temporary importation of goods other than means of transport (4), becomes null and void;

Whereas the principle embodied in Article 14 (2) of the ASOR, that the competent authorities shall inform each other of the offences committed in their territory by a carrier established in the territory of another Contracting Party and where necessary, of the penalty imposed, should also apply to offences against the ASOR committed in the territory of a Member State by a carrier established in another Member State,

WHEREAS THE CUSTOMS TERRITORY OF THE COMMUNITY COMPRISES , IN PRINCIPLE , THE WHOLE OF THE TERRITORIES OF THE MEMBER STATES ; WHEREAS IT IS NEVERTHELESS NECESSARY TO TAKE INTO ACCOUNT IN PARTICULAR THE INTERNATIONAL CONVENTIONS CONCLUDED BY CERTAIN MEMBER STATES BEFORE THE ENTRY INTO FORCE OF THE TREATY WHICH HAVE THE EFFECT OF LIMITING OR EXTENDING THEIR CUSTOMS TERRITORY , AND ALSO THE PROTOCOL ON GERMAN INTERNAL TRADE AND CONNECTED PROBLEMS ;
