IN-CONTEXT TRANSLATIONS

On the basis of the strategy endorsed by the European Council at the Luxembourg Summit in December 1998 and the financial framework agreed at the Berlin Summit in March 1999, the three pre-accession instruments - Phare, Instrument for Structural Policies for Pre-accession (ISPA) and Special Accession Programme for Agriculture and Rural Development (SAPARD) - provide annually up to EUR 3,174 million in pre-accession assistance (2000 figures) to the ten applicant countries in central and eastern Europe [2] for the 2000-6 period.

The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.

During that same period I was also the National Authorising Officer (NAO) for drawing on EU funds, and directly headed the Central Finance and Contracts Unit, which under the decentralised financial management system was responsible for drawing on EU pre-accession funds. Slovenia’s planned and trouble-free accession to the European Union was substantially helped by the system for efficiently drawing on EU pre-accession funds, which, as the state secretary for public finances and the NAO, I was closely involved in setting up.

(9) With regard to pre-accession countries, EIB financing in those countries should reflect the priorities established in the Accession and European Partnerships, in the Stabilisation and Association agreements and in negotiations with the EU. The focus of EU action in the Western Balkans should continue to shift progressively from reconstruction to pre-accession support.

Finally, it is worth noting that the Council is currently examining a set of Commission proposals with a view to improving the effectiveness of the EU external aid. One of these proposals aims at setting up a new Instrument for Pre-accession assistance (IPA) that would replace the existing pre-accession instruments from 2007 onwards.
Tot slot dient opgemerkt te worden dat de Raad momenteel een aantal voorstellen van de Commissie bestudeert met het oog op verbetering van de doeltreffendheid van externe hulp van de EU. Een van die voorstellen betreft het instellen van een nieuw instrument voor pretoetredingssteun, dat met ingang van 2007 de bestaande instrumenten moet vervangen.

In order to provide pre-accession assistance to Croatia it is appropriate to include it as a beneficiary under Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE) , Council Regulation (EC) No 1267/1999 of 21 June 1999, establishing an instrument for structural policies for pre-accession (ISPA) and Council Regulation (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period (SAPARD).
