27. Calls on the EU to support efforts to resolve outstanding disputes, including border disputes, before accession; in line with the provisions of international law, the UN Charter and the relevant UN resolutions, as well as the Helsinki Final Act, encourages all parties to disputes whose continuation is likely to impair implementation of the acquis or endanger the preservation of international peace and security to engage constructively in their peaceful resolution and, if appropriate, in case of not being able to reach a bilateral agreement, to refer the matter to the International Court of Justice or to commit themselves to a binding arbitration mechanism of their choice or else work constructively within an intensive mediation mission; reiterates its call on the Commission and the Council to start developing, in accordance with the EU Treaties, an arbitration mechanism aimed at resolving bilateral and multilateral disputes;

Whereas the content and conclusions of several studies commissioned on the matter suggest that there is widespread support for developing online consumer dispute resolution tools (ODR) through EU-level action;

reaffirms its clear support for the new category of "transition regions" and supports the European Parliament in the current interinstitutional negotiations; calls on the Council Presidency to maintain its position on this matter until the end of the negotiations, as this new category partially answers the objective of territorial cohesion by offering more equitable support to all regions;
Het Comité blijft zonder meer voorstander van de nieuwe categorie “overgangsregio’s”, schaart zich in het kader van de huidige interinstitutionele onderhandelingen achter het EP en hoopt dat het Raadsvoorzitterschap bij zijn standpunt zal blijven. Die nieuwe categorie past namelijk perfect bij de doelstelling van territoriale cohesie omdat de regiosteun eerlijker zal worden gespreid.
