IN-CONTEXT TRANSLATIONS

The main drivers are: regulatory and non-regulatory obstacles to the development of organic production in the Union; a risk of erosion of consumer confidence, notably because of the many exceptions that are watering down organic production rules and because of the fraud cases that have developed in connection with shortcomings in the control system and in the import regime; unfair competition among operators in the Union and in Third Countries; and issues in the design and the enforcement of the legal provisions, notably issues with the functioning of the internal market, because of gaps in the legislation and different approaches in implementation.
Belangrijkste oorzaken in dit verband zijn: regelgevingsgebonden en andere obstakels die de ontwikkeling van de biologische productie in de Unie in de weg staan; het gevaar van afbrokkelend consumentenvertrouwen, met name vanwege de talrijke uitzonderingen die de biologische productievoorschriften verwateren en vanwege fraude als gevolg van tekortkomingen in de controleregeling en de invoerregeling; onbillijke concurrentie tussen marktdeelnemers in de Unie en in derde landen; tekortkomingen in het ontwerp en de handhaving van de rechtsbepalingen, met name op het gebied van de werking van de interne markt, leemtes in de wetgeving en verschillen in de tenuitvoerlegging.

The Council adopted conclusions on the Commission's report[2] at its Agriculture and Fisheries meeting of 13-14 May 2013[3] and called on the Member States and on the Commission to develop the organic production sector at an ambitious level by reviewing the current legal framework, with a view to improving its usability while providing for a period of stability and certainty, aiming at further clarification and simplification, and addressing the current outstanding issues requiring further development.

1. This Regulation provides the basis for the sustainable development of organic production while ensuring the effective functioning of the internal market, guaranteeing fair competition, ensuring consumer confidence and protecting consumer interests.

(8) The development of organic production should further be facilitated, on the basis of established best practices, in particular by fostering soil fertility, crop rotation, local seed conservation, water and energy-saving practices and the use of new techniques and substances better suited to organic production.

(2a) Each piece of legislation and policy which the Community adopts in this area should contribute to the development of organic farming and organic production as defined in this Regulation.
