The Staff Regulations of officials of the European Communities and the Conditions of Employment of other servants of the European Communities laid down in Regulation (EEC, ECSC, Euratom) No 259/68 and the rules adopted jointly by the European Community institutions for the purpose of applying these Staff Regulations and Conditions of Employment shall apply to the staff of the Institute.

Since the objectives of this Regulation, namely to contribute to and strengthen the promotion of gender equality, including gender mainstreaming in all Community policies and the resulting national policies, and the fight against discrimination based on sex, and to raise EU citizens' awareness of gender equality by providing technical assistance to the Community institutions and the authorities of the Member States, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale of the action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

Where a Community institution or body receives a request for access to environmental information and where this information is not held by that Community institution or body, it shall, as promptly as possible, but within 15 working days at the latest, inform the applicant of the Community institution or body or the public authority within the meaning of Directive 2003/4/EC to which it believes it is possible to apply for the information requested or transfer the request to the relevant Community institution or body or the public authority and inform the applicant accordingly.

The present facility providing medium-term financial assistance for Member States' balances of payments was established by Council Regulation (EEC) No 1969/88 of 24 June 1988, which merged two Community financial mechanisms, namely the machinery for medium-term financial assistance [1] and the Community loan mechanism designed to support the balance of payments of Member States, [2] into a single facility providing medium-term financial assistance.
Het huidige mechanisme voor financiële ondersteuning op middellange termijn van de betalingsbalansen van de lidstaten werd ingesteld bij Verordening nr. 1969/88 van de Raad van 24 juni 1988. (17) Whereas the Treaty has conferred certain statistical responsibilities on the European Monetary Institute, which it shall exercise without seeking or taking instructions from Community institutions or bodies, from any Government of a Member State or from any other body; whereas it is important to ensure appropriate coordination between the relevant tasks of the authorities at national and Community level which contribute to the production of Community statistics on the one hand, and the functions of the European Monetary Institute on the other;
(17) Overwegende dat het Verdrag op bepaalde gebieden van de statistische informatie bevoegdheden heeft toegekend aan het Europees Monetair Instituut, die het moet uitoefenen zonder instructies te vragen aan of te aanvaarden van communautaire Instellingen of instanties, regeringen van Lidstaten of enig andere instanties; dat moet worden gezorgd voor een goede coördinatie tussen de desbetreffende taken van de instanties op nationaal en communautair niveau die aan de productie van communautaire statistieken bijdragen enerzijds en de taken van het Europees Monetair Instituut anderzijds;
