To help bring this about, the EU should: involve the associated countries in regular macro-economic dialogue based on the Union's own multilateral surveillance procedures and hold joint meetings at Ecofin ministerial level; develop Phare-funded "inward investment agencies"; carry out a study into obstacles to investment in Eastern Europe as a way of helping the G24 investment group; encourage investment in the energy industry by exploiting the European Energy Charter; further develop the Phare-funded joint venture programme to promote link-ups between companies from east and west; and organise round-table conferences to promote industrial cooperation.
Ter verwezenlijking hiervan moet de EU de geassocieerde landen betrekken bij een regelmatige macro-economische dialoog die is gebaseerd op de eigen multilaterale toezichtprocedures van de Unie en gezamenlijke bijeenkomsten op het niveau van de ministers van Ecofin organiseren, door PHARE gefinancieerde "bureaus voor buitenlandse investeringen" oprichten, een studie verrichten van de belemmeringen die investeringen in Oost-Europa in de weg staan om de investeringsgroep van de G-24 te helpen, investeringen in de energiesector stimuleren via het Europese Energiehandvest, het door PHARE gefinancierde joint-venture-programma verder ontwikkelen ten einde samenwerkingsverbanden tussen bedrijven in Oost- en West- Europa te bevorderen en ronde-tafelconferenties organiseren ter stimulering van industriële samenwerking.
