At the European Union level, until recently, legislative action has mainly taken the form of measures in the fields of copyright, the protection of the fundamental right to privacy and data protection, conditional access services, electronic commerce, electronic signatures and in particular the liberalisation of trade in encryption products, which are indirectly related to computer crime.

Several steps have already been taken at European level to promote the information society: the liberalisation of telecommunications, establishment of a clear legal framework for e-commerce and support for the industry and RD.

Calls for measures in support of cooperation between small agricultural producers so that they are able to compete with large producers, processors and retailers; considers that Member States and the European Union need to ensure the existence of various forms of commerce and avoid a total liberalisation of the food market that would lead to further concentration; calls on the Commission to launch a Green Paper on strengthening producer organisations, efficient chain approaches, and the market power of large retailers;
46. verzoekt om maatregelen ter ondersteuning van de samenwerking tussen kleine landbouwproducenten, zodat zij beter kunnen concurreren met grote producenten, verwerkende bedrijven en winkelbedrijven; is van oordeel dat de lidstaten en de Europese Unie het bestaan van verschillende handelsvormen moeten waarborgen en dienen te voorkomen dat de levensmiddelenmarkt volledig geliberaliseerd wordt, want dat zou tot een nog hogere concentratie leiden; verzoekt de Commissie om een groenboek te presenteren over de versterking van producentenorganisaties, efficiënte ketenbenaderingen en de marktmacht van grootwinkelbedrijven;

The legal framework for e-commerce has been widely established and the telecommunication markets are being rapidly liberalised across Europe.
Het rechtskader voor e-handel werd vrijwel overal tot stand gebracht en de telecommunicatiemarkten worden in heel Europa in snel tempo geliberaliseerd.
