- the nature of the action is purely administrative : creation of an Audit Office of 8 auditors divided in two teams in charge of checking 387 airports, and therefore this action should not be financed under operational appropriations but rather under heading 5 of the Financial Perspective or should be run by the new Aviation Safety Agency.

In this context, it is important to highlight the creation of a team of counter-terrorism experts ('Counter Terrorism Task Force') at Europol; the creation of multinational teams for the collection and exchange of information on terrorists; the meetings of Heads of the counter-terrorist Units and of the police intelligence services, the strengthening of controls at external borders and of safety requirements at airports and on aircraft; and the development of terrorist profiles. In addition, the Task Force of EU Police Chiefs agreed on improvements in information processing and in the co-operation between the intervention units.
Belangrijk in dit verband zijn de oprichting van een team deskundigen inzake terrorismebestrijding ("Counter Terrorism Task Force") bij Europol, de samenstelling van multinationale teams voor het verzamelen en uitwisselen van informatie over terroristen, de bijeenkomsten van de hoofden van de terrorismebestrijdingseenheden, de verscherping van de controles aan de buitengrenzen en van de veiligheidsvoorschriften in luchthavens en op vliegtuigen, en het opstellen van terroristenprofielen.
