‘money market statistics’ means statistics relating to secured, unsecured and derivatives transactions in money market instruments concluded between MFIs, and between MFIs and OFIs, insurance corporations, pension funds, central banks, general government and non-financial corporations but excluding intra-group transactions in the relevant reporting period;

In addition to the sources referred to in this regulation, the IMF Country Report No 11/321 on China from November 2011 states that the state is also directly and indirectly involved in the financial sector and recommends the re-orientation in the role and responsibilities of the government in the financial sector away from using the banking system to carry out broad government policy goals and to allow lending decisions to be based on commercial goals (98) (99).
In aanvulling op de bronnen waarnaar in deze verordening wordt verwezen, verklaart landenverslag nr. 11/321 inzake China van het IMF van november 2011 dat de overheid ook direct en indirect betrokken is bij de financiële sector en bevat het verslag de aanbeveling van een heroriëntatie van de rol en verantwoordelijkheden van de overheid in de financiële sector, opdat het banksysteem niet langer wordt gebruikt om algemene beleidsdoelstellingen van de overheid te realiseren, maar in plaats daarvan leenbeslissingen worden gebaseerd op commerciële doelstellingen (98) (99).

3. The Authority shall also act in the field of activities of credit institutions, financial conglomerates, investment firms, payment institutions and e-money institutions in relation to issues not directly covered in the acts referred to in paragraph 2, including matters of corporate governance, auditing and financial reporting, provided that such actions by the Authority are necessary to ensure the effective and consistent application of those acts.

De Autoriteit handelt op het werkterrein van kredietinstellingen, financiële conglomeraten, beleggingsondernemingen, betalingsinstellingen en instellingen voor elektronisch geld, eveneens met betrekking tot zaken die niet rechtstreeks onder de in lid 2 bedoelde handelingen vallen, onder meer op het vlak van ondernemingsbestuur, accountantscontrole en financiëleverslaglegging, om de effectieve en consistente toepassing van deze handelingen te waarborgen.

3. The Authority shall also act in the field of activities of insurance undertakings, reinsurance undertakings, financial conglomerates, institutions for occupational retirement provision and insurance intermediaries, in relation to issues not directly covered in the acts referred to in paragraph 2, including matters of corporate governance, auditing and financial reporting, provided that such actions by the Authority are necessary to ensure the effective and consistent application of those acts.
3. De Autoriteit handelt op het werkterrein van verzekeringsondernemingen, herverzekeringsondernemingen, financiële conglomeraten, instellingen voor bedrijfspensioenvoorziening en verzekeringstussenpersonen eveneens met betrekking tot zaken die niet rechtstreeks onder de in lid 2 bedoelde handelingen vallen, onder meer op het vlak van ondernemingsbestuur, accountantscontrole en financiële verslaglegging, om de effectieve en consistente toepassing van deze handelingen te waarborgen.

Its tasks should also include promoting supervisory convergence and providing advice to the Union institutions in the area of insurance, reinsurance and occupational retirement provision regulation and supervision, and related corporate governance, auditing and financial reporting issues.

35. Takes note of the sound analytical work reflected in the World Bank's public expenditure review on West Bank and Gaza; welcomes the fact that according to this review the Palestinian Authority has achieved progress notably in the educational and health sectors, as compared to other Middle East and North African countries, and in governance and public financial management where the Palestinian Authority has implemented a host of reforms between 2002 and 2004 that have reduced corruption and improved transparency; invites all involved parties to reactivate the reform process and thereby seriously consider the detailed recommendations of the World Bank's report, notably those concerning civil service reform and public financial management including financial control and audit;
35. neemt nota van de gedegen analyses in het verslag van de Wereldbank getiteld "West Bank and Gaza - Public Expenditure Review"; is verheugd over het feit dat volgens dit verslag de Palestijnse Autoriteit vooruitgang heeft geboekt op de gebieden "onderwijs" en "gezondheidszorg", in vergelijking met andere landen in het Midden-Oosten en Noord-Afrika, en "bestuur" en "beheer van de overheidsfinanciën", waarop zij tussen 2002 en 2004 een hele serie hervormingen heeft doorgevoerd, die de corruptie hebben verminderd en de transparantie hebben vergroot; verzoekt alle betrokken partijen het hervormingsproces nieuw leven in te blazen en daarbij serieus te kijken naar de aanbevelingen in het verslag van de Wereldbank, met name die betreffende de hervorming van de ambtenarij en het beheer van de overheidsfinanciën, inclusief financiële controle en audit;
