At the request of the Member State concerned, textile products in the possession of the competent authorities of that Member State, particularly in the context of bankruptcy or similar procedures, for which a valid import authorisation is no longer available, may be released into free circulation in accordance with the examination procedure referred to in Article 30(3).

Conformity to type based on product quality assurance is the part of the conformity assessment procedure whereby a notified body assesses the product quality system of an installer to ensure that the lifts are in conformity with the approved type as described in the EU-type examination certificate or with a lift designed and manufactured under a full quality system approved in accordance with Annex XI, and satisfy the applicable essential health and safety requirements set out in Annex I.

In order to eliminate potential obstacles to the proper functioning of the internal market caused by diverging provisions or practices of Member States, and in order to keep pace with the development of electronic commerce and future challenges in the market of textile products, it is necessary to examine the harmonisation and standardisation of other aspects of textile labelling with a view to facilitate the free movement of textile products in the internal market and achieve a uniform and high level of consumer protection throughout the EU.
Om mogelijke belemmeringen voor de goede werking van de interne markt als gevolg van verschillen tussen de lidstaten op het gebied van voorschriften of werkwijzen weg te nemen en gelijke tred te houden met de ontwikkeling van elektronische handel en toekomstige uitdagingen op de markt voor textielproducten, moet de mogelijkheid van harmonisatie en normalisatie van andere aspecten van textieletikettering worden onderzocht teneinde het vrije verkeer van textielproducten op de interne markt te vergemakkelijken en een uniform en hoog niveau van consumentenbescherming in de gehele Unie tot stand te brengen.

The report should examine, in particular: the scope and features of possible harmonised rules on the indication of origin, taking into account the results of developments on potential horizontal country-of-origin rules; the added value to the consumer of possible labelling requirements relating to care instructions, size, hazardous substances, flammability and environmental performance of the textile products; the use of language-independent symbols or codes for identifying the textile fibres contained in a textile product, enabling the consumer to understand easily the composition and, in particular, the use of natural or synthetic fibres; social labelling and electronic labelling; as well as the inclusion of an identification number on the label to obtain additional on-demand information, especially via the Internet, about the product and the manufacturer.
