The Skills Passport is an initiative of the Commission in association with employee and employer organisations in the hospitality sector: HOTREC, the umbrella association representing hotels, restaurants, cafés and similar establishments in Europe; and EFFAT, the European Federation of Trade Unions in the Food, Agriculture and Tourism sectors.

The agreement follows negotiations between European social partners in the sea fisheries sector (Europêche- COGECA representing employers and the European Transport Workers Federation employee) launched in 2010.

5. Reaffirms its commitment to making a reality of the Single European Railway Area, where non-discriminatory access to the rail network is crucial; calls on the Member States and the Commission to guarantee the opening of the railway transport sector and fair competition, as well as a better quality of services, linked with the necessary social standards for employees and public service provisions; emphasises in this regard the need for independent service providers and strong, independent national regulators that are coordinated at European level;

This directive gives legal effect to a framework agreement concluded by the European social partners in the healthcare and hospital sector HOSPEM (i.e. European Hospital and Healthcare Employers' Association) and EPSU (European Federation of Public Services Unions) on 17 July 2009.

In response to this consultation two European social partner organisations acting in the hospital and healthcare sector, the European Hospital and Healthcare Employers’ Association and the European Federation of Public Service Unions, negotiated with success a framework agreement in July 2009.
In reactie op deze raadpleging hebben twee Europese sociale partnerorganisaties uit de ziekenhuis- en gezondheidszorgsector, de European Hospital and Healthcare Employers’ Association (HOSPEEM) en de European Federation of Public Service Unions (EPSU), in juli 2009 overeenstemming bereikt over een raamovereenkomst.
